You will serve as a Supervisory IT Specialist (INFOSEC/PLCYPLN) in the Command Information Office (CIO), Information Assurance Branch, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic. The organizational title for this position is "ISSM Lead and Cyber Risk Specialist".

Duties

You will develop strategic level policies, directives, or guidelines for the implementation of an organization's information technology (IT) master plan. You will oversee technical planning of information technology (IT) security initiatives to ensure architecture requirements are met. You will assess the vulnerability of installed information systems to provide a measure of risk avoidance within the overall risk management framework. You will establish program metrics to measure program performance against established goals. You will advise employees on information technology (IT) program goals and objectives.

  • You will be required to obtain and maintain an interim and/or final top secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area CYBER POLICY AND STRATEGY PLANNER level ADV within 12 months of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying the Risk Management Framework (RMF) process to information technology systems, networks and platforms; 2) Applying information system security principles and concepts, enterprise IT architecture, and new IT security developments in order to coordinate the implementation of security programs across numerous shore platforms and enclaves; 3) Interpreting and analyzing system security test results and making a risk remediation and mitigation recommendations based upon those results; 4) Protecting confidentiality, integrity, availability, authenticity, and non-repudiation of information and data. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
