You will serve as a Financial Manager in the SOUTHEAST REGIONAL MAINTENANCE CENTER, FINANCE DEPARTMENT of SOUTHEAST REG MAINTENANCE CTR SERMC.

Duties

You will sit on both the Executive planning group and Position Management Board. You will be responsible for decisions related to formulation of basic policy in financial matters. You will be responsible for decisions related to the development, formulation, implementation, evaluation, adjustment, and redefinition of SERMC goals and objectives. You will be responsible for decisions related to acceptance and induction, curtailment and termination, of major work projects. You will be responsible for decisions related to identification of need, definition of requirements, development for major expenditures in plant property, equipment and facilities. You will prepare various budget exhibits to support program requirements and expenditures. You will develop program operation evaluation and statistical reports and other type work. You will implement physical, personnel and information security procedures and directives throughout SERMC in financial matters.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: -Experience planning, procuring, executing, and closing out of major ship repair financial programs. - Experience maintaining integrated financial management systems that include budgeting, accounting, and financial management reporting. -Experience coordinating/integrating needs and inputs from varying division and activities to develop resource requirements. -Financial experience working with a variety of contract types (e.g. cost reimbursement, firm fixed price, indefinite delivery indefinite quantity (IDIQ), and service contracts) used in ship maintenance. -Experience developing, determining, interpreting and implementing budgetary/financial policies and practices. -Mastery of the concepts, principles, practices, laws, and regulations of budgeting and/or financing. - Experience interpreting Executive Orders, Navy Policy and Departmental guidance).
