Duties

You will utilize engineering practices, techniques, and equipment to solve problems with commercial/ industrial HVAC systems. You will evaluate data to provide management with recommendations on improving HVAC performance and reliability and develop long-range plans for HVAC systems. You will review and check designs, procedures, and submittals prepared by others such as Architect/Engineers, vendors, equipment manufacturers, contractors, or other agencies. You will coordinate with Navy leadership on all matters related to HVAC control systems, and ensure guidance and funding is in place for operation, maintenance and expansion of control systems within NAVFAC Washington. You will review HVAC designs and specifications for completeness, functionality, sound engineering practice, and compliance with applicable codes and criteria, in order to recommend needed changes. You will provide guidance on HVAC Planned Maintenance (PM) to the Public Works Department and assist them to maintain and/or improve their PM Programs.

  • Current registration as a professional Architect or Professional Engineer is required at the GS-13 level. Registration must be in a U.S. state or U.S. territory.

Qualifications

This position has a selective placement factor at the GS-13 level that will be used to screen out ineligible candidates. The selective placement factor is: This position requires current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing subject matter expertise as a senior engineer on the operation and maintenance of HVAC equipment; 2) Utilizing engineering practices, principles, theory, techniques, and equipment to solve problems with commercial/industrial HVAC systems; 3) Making recommendations to prevent failures and to meet future requirements by preparing written and oral presentations related to HVAC control systems, ensuring guidance and funding is in place for operation, maintenance and expansion of control systems within a command; and 4) Reviewing HVAC designs and specifications for completeness, functionality, sound engineering practice, and compliance with applicable codes and criteria in order to recommend needed changes. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
