The position functions as the Physician and Provider Recruiter. The Physician and Provider Recruiter is the office of responsibility for local physician and provider recruitment and retention operations for the health system. Serves as the senior strategic HR recruitment and retention advisor at the local VA health care system (VA Medical Center and community based outpatient clinics); provides strategic recruitment and retention services to health system leadership and service line managers.
Duties
Recruitment Strategy Responsibilities 40%
Position serves as the case-manager for all physician and provider recruitment and onboarding activities ensuring effective and efficient processes that maximize recruitment outcomes and reduce Time-to-Hire (T2H).
Works with these partners to conduct recruitment search assessments to clarify position requirements and preferences.
Assesses physician and provider recruitment and retention needs and develops short and long-term recruitment strategies to optimize recruitment and retention outcomes and achieve health care system objectives.
Monitors recruitment strategic activities and resources to mitigate risk.
Customer Recruitment Planning Responsibilities 25%

GS 12 Level Requirements:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher AND three years of progressive specialized experience equivalent to at least the GS-09 grade level. Qualifying experience includes: Comprehensive knowledge of and skill in applying, a wide variety of HR staffing and recruitment principles, concepts, laws, regulations, techniques, guidelines, EPROM, T2H Guidebook, and other VHA and industry best practices.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade. Qualifying experience includes: conducting recruitment and placement activities from cradle to grave for variety of professional, administrative and technical positions; trouble shooting and resolving difficult and controversial internal and external staffing and placement issues; providing guidance and/or training to other HR staff; interpreting and applying qualification standards/requirements to determine applicant qualifications; providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions; explaining recruitment and placement policies, processes, and rules to managers in developing recruitment packages including job analysis, crediting plans, and performance-based interview questions; analyzing recruitment and staffing issues or problems and developing and recommending possible approaches, alternatives, and solutions; and, utilizing USA staffing (or other automated staffing programs) to prepare vacancy announcements and issue referrals to managers. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
