This position is located in the Executive Office of the President (EOP), Office of National Drug Control (ONDCP), Office of Performance and Budget (OPB), ONDCP Budget Division. The incumbent serves as a Grants Management Officer and technical expert to the Budget Officer. The incumbent serves as a senior advisor for complex grants, budget and policy issues regarding internal budget programs.
Duties
As a Grants Management Specialist, GS-1109-15, your typical work assignments may include the following:
Plans and carries out complex analyses of budgetary and financial issues for ONDCP
programs that support ONDCP strategic mission. Develops and renders authoritative interpretations of Uniform Guidance, executive orders, OMB guidelines, directives, policies and precedents within and across ONDCP and EOP components affecting budget administration programs.
Drafts, develops and publishes grants management guidance, standard operating procedures (SOPs), and policy for ONDCP program offices and applicants/recipients.
Provides leadership within multiple components and varying levels of staff, as it
pertains to grant policy and management within ONDCP. Serve as the agency's
technical expert on grant administration and financial assistance policy matters.
Serves as a business lead for grant business process initiatives as well as
GrantSolutions' Grants Management System. Serves as the ONDCP Systems Administrator for Grants.gov and provides oversight and technical reporting support to GrantSolutions and USAspending.gov.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-15 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following:
1)Experience applying expert knowledge of Uniform Guidance and grants management process; 2) Extensive experience utilizing GrantSolutions' and administrating Grants.gov.; 3) Experience drafting, developing and publishing grants management guidance, standard operating procedures (SOPs), and policy; AND 4) Extensive experience planning and carrying out complex analyses of budgetary and financial issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
