As a project manager at the Charlestown Navy Yard, you will manage multi-disciplinary design and construction projects of national significance while facilitating partnerships with the agency staff, the General Services Administration, Architect/Engineering consultants, and contractors. You will be the single point of contact with overall technical and administrative responsibility for ensuring that projects are completed on-time, within budget, and achieve operational performance.
Duties
Leads assigned concept development, design and construction project efforts
Develops project scopes, schedules, budgets, architectural/engineering selection document, and other related documents
Conducts project briefings, including engagement strategies, periodic briefings to leadership, partners, and stakeholders; regional work sessions and congressional inquiries
Serves as the contracting officer's representative (COR)
Drafts and executes grant agreements, cooperative agreements and contracts necessary to accomplish project components
Oversees all local, state and federal environmental and historic preservation regulations pertaining to project development; and facilitate community engagement efforts

Qualifications
In order to be qualified for this position, you must meet both the basic requirement(s) and specialized experience for the series for which you are applying.
Basic Requirement for General Engineer, Civil Engineer, and Electrical Engineer:
A. Possess a Bachelor's or higher degree in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. - OR -
B. Possess current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. - OR -
C. Successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. - OR -
D. Successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. - OR -
E. Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology and have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Basic Requirement for Landscape Architect:
A. Possess a Bachelor's or higher degree in landscape architecture or landscape design - OR -
B. Possess a combination of education and experience. For each year short of graduation, have 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design and experience or study that included site planning; layout of circulation patterns; grading and drainage plans; planting plans; collaboration with architects and/or engineers; and the supervision or review of landscape construction. (Please note: The following kinds of experience are NOT acceptable as professional landscape architectural experience: routine drafting or developing of plans where original investigations or designs are not involved; laying out or executing illustrations in black-and-white or in color; nursery work involving the propagation of trees, shrubs, vines, etc.; experimental, horticultural, or landscape gardening; breeding, testing, propagation, culture, and production of plants, flowers, trees, crops, etc.; forestry work involving the management of forest resources for the continuous production of timber, water, forage, and other forest values; architectural and engineering work limited to the design of structures; work in city and community planning that relates primarily to the broad social and economic growth of cities and communities and the organization of community services and facilities.)
Basic Requirement for Architect:
A. Possess a Bachelor's or higher degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least 30 semester hours were in architectural design, and 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. - OR -
B. Possess a combination of education and experience. This includes college-level education, training, and/or technical experience that furnished a thorough knowledge of the arts and sciences underlying professional architecture, and a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:
Related Curriculum: a Bachelor's or higher degree in architectural engineering, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A.
Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Please note: The following kinds of experience are NOT acceptable as professional architectural experience: professional landscape architecture work consisting mainly of the layout, design, construction, or maintenance of land areas and landscape features, including ground and water forms, vegetation, roads, walks, incidental structures, and other landscape features; experience in the application of artistic embellishment to practical design such as the decoration of interiors, including the construction, layout, and selection of furniture and furnishings that do not alter the basic architectural design of the interior; city and community planning work that relates to the broad social and economic growth and development of such community services and facilities as industry, commerce, transportation, streets, utilities, and parks.)
Specialized experience for all series: One year of specialized experience, equivalent to the GS-11 level in the Federal service, providing technical advice and guidance to others in order to resolve problems related to landscape architecture, architectural or engineering projects; working as part of a team to direct the design, construction, or maintenance of facilities/landscapes; tracking project timelines and budgets to ensure deliverables are completed on deadline and within cost; and participating in the contracting process by developing scopes of work, reviewing proposals, or monitoring contractor work completion to ensure it meets contract specifications
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
