Duties
This position is located within the Department of Commerce, National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Information Officer (OCIO) located in either Reston, VA or Boulder, CO.
At the full performance level ZP-4 the major duties of this position include, but are not limited to the following:
The incumbent will report to the Director, Customer Engagement with responsibility for facilitating customer engagement solutions, overseeing business process automation, and delivering ongoing support for seamless integration and improvements.
1. Serves as an IT Specialist (Systems Analysis) conducting thorough customer needs assessments to understand their requirements and challenges in order to propose tailored IT solutions.
2. Responsible for implementing and maintaining automated systems that streamline business processes, enhance efficiency, and support organizational goals.
3. Providing ongoing customer support and training to ensure the successful integration and utilization of IT solutions, while also identifying opportunities for continuous improvement.
The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
Boulder, CO: $109,107 - $167,608 per annum
Reston, VA: $112,015 - $172,075 per annum

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Requirements AND (2) Specialized Experience for the series to which you are applying.
1) Basic Requirements:
Individuals must have IT-related experience demonstrating EACH of the four competencies below.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
(2) Specialized Experience:
To qualify for the ZP-IV (GS-13/14 equivalent), you must possess at least one full year of specialized experience equivalent to at least the ZP-III or GS-12 grade level in the federal service, or comparable experience not gained through federal service performing all of the following:
1. Developing business cases for new technology requirements.
2. Identifying and resolving problems or issues that affect and impact IT service delivery in order to improve customer experience.
3. Utilizing business automation tools such as ServiceNow, MS Power Platform, or others to create business process automation.
