About the Position:
The 408th Contracting Support Brigade supports all the contracting services for Area Support Group Kuwait and multiple tenant units. The 408th is a team with a mix of military, Army civilians and support contractors. This position provides an opportunity to join an organization of dedicated personnel who are working side-by-side as professionals committed to supporting the war fighter.
Duties
Maintain continuing coordination with staff elements of the Operational Contract Support Cells on contracting matters of interest to include identifying emerging requirements and assisting with the development of requirements packets.
Represent the organization with all types of interaction involving the planning and support of contracts requirements.
Advise in the development of and when required, conducts training in Field Ordering Officer (FOO) and COR duties and responsibilities, Acquisition Planning, and Government Purchase Card (GPC) training to supported units.
Analyze acquisition issues, performs complete research, and formulates official responses to written and telephonic requests.
Provide Operational Contracting Support as needed to supported units, and conducts analysis of proposed Acquisition timelines submitted by supported units.
Work with the customers to streamline their internal processes to make the acquisition procedures more efficient, and make contract type recommendations to enhance readiness.
Requirements
- Position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
- Position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Position is considered essential to support DA's mobilization and wartime mission during pe riods of increasing tension or mobilization.
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- Position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Foundational certification within 36 months as of entrance on duty.

Basic Requirement for GS-1102-13:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution from an accredited educational institution (Note: You must attach a copy of your transcripts.)
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: providing guidance concerning contracting policies and procedures relative to pre-award and post-award functions; conducting contract compliance audits and reviews; and identifying emerging requirements and assisting with the development of contract requirements packets.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
