This position is located at the Fort Snelling National Cemetery in Minneapolis, Minnesota.
Duties
Incumbent serves as Grounds Supervisor responsible for accomplishing a variety of cemetery grounds and monument maintenance tasks, and planning and carrying out cemetery operations of FSNC, Fargo National Cemetery and Northwoods National Cemetery. The incumbent directs the overall day-to-day grounds operations of the cemetery, often performing significant periods of duty in an outside environment. The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed, develops performance standards, and evaluates work performance of subordinates. The incumbent directs, leads and coaches subordinates and develops those supervised for more responsible positions. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. The incumbent hears and resolves minor complaints from employees, refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager, effects disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Incumbent exercises full supervisory responsibility for control over work operation of two (2) WL- 08 Work Leader's, one (1) WG-08 Equipment Operator, three (3) WG-08 Gardeners, and approximately eleven (11) WG-06 Cemetery Caretakers.
Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement,12/11/2023.
Your background must demonstrate work involved in supervising work pertaining to landscaping, grounds keeping, or other related trades experience that includes the use of hand tools and/or power tools, and the safe operation of related machinery and equipment used in cemetery caretaking practices, as described in the duties section of the announcement.

Physical Requirements: This position requires heavy physical effort with reaching, bending, turning, and moving hands, arms, feet and legs to operate the different sets of controls while operating the equipment and attachments. The Incumbent may be subjected to considerable strain caused by vibration, jerking, and jolting of the equipment over rough surfaces and the need to operate controls in awkward positions. Heavy effort is frequently exercised when performing duties such as tamping, carrying caskets/urns, lifting/moving grave planks, setting headstones, etc. Incumbent must be able to walk on hilly, flat, or rolling terrain. This position requires the employee to life weights up to 50 lbs. Occasionally items weighing more than 50 lbs are lifted with assistance from co-works. Employee may be exposed to noise levels exceeding 85 dBA for up to eight (8) hours per day. This exposure may adversely affect hearing.
Working Conditions: Much of the work is performed outdoors and incumbent is exposed to extreme weather conditions such as heat, cold, rain, wind, sun, snow, and ice. Incumbent is subjected to dirt, dust, mud, water, noise, and fumes from motors and/or exhaust. Terrain will range from flat to steep hills and work is performed around trees, headstones, markers, and other obstructions. Incumbent may be exposed to high noise levels and is required to operate equipment, power, and hand tools for extended periods of time. Incumbent will wear appropriate safety clothing and protective equipment as required by regulation and procedure. Examples are hard hats, goggles, face shields, breathing masks, etc.
