The Lead Diagnostic Radiologic Technologist at the GS-9 level oversees and manages the overall technical and administrative operations of the General Radiology Department to meet the needs to the patients and overall good of the service. Plans, directs, and enforces the technical and administrative programs in addition to performing patients' x-ray exams for the general x-ray section of Imaging service.
Duties
Major Duties:
The incumbent performs a substantially full range of duties in general radiology. The lead DRT is a working supervisor who has advanced knowledge in radiology operations. Work is primarily performed in the general radiology section of the Imaging Department at the Syracuse VAMC. The incumbent independently performs general radiologic procedures.
The Lead Technologist executes actions which will guarantee high quality imaging, quality performance of the general radiology staff, and to assure that the utmost quality of care is delivered in the general radiology section. The incumbent is responsible for the overall direction and coordination of subordinate work activities and functions, assures that the x-ray technologists effectively carry out policies to achieve management objectives and are enforcing the Radiology Service's goals and objectives. Ensures that the work plans are carried out and communicated to the general radiology department.
The incumbent provides technical, professional, and administrative management for the technical supervisor and manager of Imaging service. The incumbent must have an extensive knowledge of the functions of all aspects of the x-ray equipment operations and coordinates Radiology Service activities with other Medical Center services.
Incumbent coordinates the activities of all assigned employees of the x-ray Department, assigns and explains work requirements and operating instructions to subordinates. Sets deadlines and establishes the sequence of work operations to be followed. He/she serves as a liaison between the supervisor of Imaging, other team leaders, the Chief Radiology Administrator (imaging Manager) and the Chief of Service by keeping them informed of all section's activities, ensuring that these sections are properly maintained, ensuring sections are performing their share of the workload, receiving proper guidance and supervision, and maintaining proper standards of efficiency, production, and good public relations.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.]
Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE).]
Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Essentially, they must have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the U.S. Department of Education and be certified as radiographers in their field.
Grandfathering Provision. All persons employed in VHA as a DRT on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the DRT occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(1) DRTs that require a certification, may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
(2) DRTs that require a certification only at higher grade levels must meet the certification requirement before they can be promoted to those higher grade levels.
(3) DRTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
(4) DRTs initially grandfathered into this occupation, who subsequently obtain additional education and/or certification that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
(5) Employees who are retained as a DRT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a DRT.
Creditable Experience
Knowledge of Current Radiologic Technology Practice. To be creditable, experience must have demonstrated possession of the knowledge, skills, abilities, and other characteristics (also referred to as clinical competencies) associated with current radiologic technology practice. This may have been evidenced by the equivalent of one year of active practice, which is paid or non-paid employment as a DRT as defined by ARRT.
Quality of Experience. Experience is only creditable if it was earned after completion of the basic certification requirements identified in paragraph 2b above. Experience as a graduate DRT is creditable provided the candidate functioned as a DRT and subsequently passed the certification examination.
Part-Time Experience. Part-time experience as a DRT is creditable according to its relationship to the full-time workweek. For example, a DRT would receive one week of full- time credit for each two weeks of half-time work.
Grade Determinations: Diagnostic Radiologic Technologist, GS-9
Experience. At least one year of experience equivalent to the next lower grade level, directly related to the position being filled that demonstrates the clinical competencies described at that level.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments:
Lead Diagnostic Radiologic Technologist. Functions as a lead DRT for a group of DRTs at the full performance level and below, providing input on performance, resolving daily workplace issues, and maintaining efficient workflow. Provides a full range of general radiologic imaging exams, has a general knowledge of the different modalities within the diagnostic radiologic area, and is accountable to the next higher-level supervisor. The candidate must demonstrate all of the following technical KSAs:
i. Ability to provide technical oversight and assign personnel and tasks to be accomplished in a manner that assures completion of the workload utilizing the personnel to the greatest advantage thus providing the optimal level of patient care within the workday.
ii. Ability to plan, direct, and distribute work assignments to DRTs at lower grade levels.
iii. Skill in instructing and training DRTs on newly acquired equipment.
iv. Ability to plan and project staffing needs.
v. Skill to independently perform general and specialized diagnostic radiologic procedures in advanced levels of complex treatment situations.
