The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Plans, organizes, and carries through to completion broad, long-term analytical studies and projects requiring analysis of effectiveness, efficiency and productivity of substantive, mission-oriented programs.
Analyzes program functions and/or areas to discern trends in program delivery. Analyzes overview report data to measure effectiveness in meeting baseline or the degree to which program plans and achievements support strategic initiatives. Serves as the process analysis expert for a program or function.
Develops various techniques and methods to assess costs and benefits of alternative programs and to evaluate the effectiveness of current programs.
Develops program plans, designs, and issues directives and instructions, and develops recommendations to improve the effectiveness of the entire program.
Reviews and evaluates the effectiveness of operating procedures, workflow, inter-functional coordination, and organization operation through personal observation, conferences and review of status reports and data. Prepares resulting documents from these reviews, reporting on progress towards achievement of program initiatives.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENT: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance.
OR
A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.
OR
Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year.
AND
SPECIALIZED EXPERIENCE GS-14: To be eligible for this position at this grade level, you must meet the following requirements. In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position includes: Experience in progressively responsible and diversified professional accounting or auditing work that required applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships and corporations; Researching business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; Interpreting and analyzing the tax implications of corporate financial transactions and financial management principles and practices; Interacting with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business-related professions.
AND
ADDITIONAL SPECIALIZED EXPERIENCE GS-14: Using analytical and evaluative techniques, both qualitative and quantitative, sufficient to gather, identify, evaluate, and develop work methods and approaches to resolve complex issues. Dealing tactfully and persuasively with sophisticated taxpayers and stakeholders, to explain complex interpretation of tax laws and to resolve issues. Conducting exams and investigations of large, complex corporate and partnership tax returns. Analyzing financial statements for publicly and/or non-publicly traded businesses. Applying expert knowledge of tax law and IRS policies and practices in determining tax liability of those businesses. Coordinating or performing as a team member a full cycle (planning, execution, and resolution phases) of an of an Industry Case (IC), Large Corporate Compliance (LCC), Large Partnership Compliance (LPC) or Compliance Assurance Process (CAP) case.
TIME-IN-GRADE REQUIREMENTS FOR GS-14: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked.

If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time.
