About the Position: Serves as the Senior Gender Advisor (GENAD) of the Women, Peace, and Security (WPS) Office, aSpecial Staff Office that reports to the US Southern Command (SOUTHCOM) Civilian Deputy to theCommander and Senior Foreign Policy Advisor (CDC).

Duties

Leads the WPS team which oversees that gender and sociocultural considerations are incorporated in all SOUTHCOM plans, operations, actions, and activities (OAIs) during peacetime operations and across the conflict continuum. Coordinates across functional areas to advise regarding human aspects of military operations with an emphasis on gender and sociocultural considerations. Ensures that subject-area programs are developed and executed in accordance with federal, Department of Defense (DoD), Department of the Army (DA), and the Combatant Command (CCMD) guidance, policy architecture and standards. Provides vision, direction, oversight, and perspectives on all major CCMD WPS policy issues, strategic planning, and leadership initiatives. Directs and advises leadership on WPS strategies, performance measurements, program development opportunities and improvements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Temporary duty travel (TDY) is required up to 15% of the time.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Spanish proficiency of reading level 2 and listening level 2 is required.
  • Incumbent shall comply with the requirement to complete and pass the Joint Staff-certified Operationalizing WPS 100 and 200 training or comparable Joint Staff-approved GENAD and GFP courses provided by a partner military or multilateral organization.
  • Incumbent shall comply with requirement to complete DSCU training courses SC-101(Introduction to Security Cooperation), SC-151 (Cross Cultural Awareness), POE-201 (SC Planning, Oversight, and Execution), SC-L036 (WPS for Security Cooperation).

Degree: Bachelor's degree (or higher degree) with a major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. OR B. Combination of Education and Experience: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education. OR C. Experience: Four years of appropriate experience in one or more of the fields, as shown in A above, in work associated with international organizations, problems, or other aspects of foreign affairs. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience in developing and promoting a comprehensive, coordinated, and integrated approach to the management of the Women, Peace, and Security (WPS) in accordance with U.S. Public Law 115-68; U.S. Strategy; and DoD's Strategic Framework and Implementation Plan. Experience coordinating across functional areas to advise regarding human aspects of military operations with an emphasis on gender and sociocultural considerations. Experience in leading a team which oversees that gender and sociocultural considerations are incorporated in all SOUTHCOM plans, operations, actions, and activities (OAIs) during peacetime operations and across the conflict continuum. Experience interacting with military and civilian, regional and international organizations in the AOR, whose policies, activities impact security, and human rights issues, including governmental and non-governmental human rights organizations. Experience employing effective and appropriate cross-cultural communications to communicate SOUTHCOM policies and priorities in a culturally appropriate manner.
