The Administrative Officer for Nursing Services at the Erie VA Medical Center is under the general supervision of the Chief, Nursing Services. With the increased complexity of services, both in terms of staffing as well as the focus on new initiatives, accountability and responsibility for the implementation and growth of new and existing programs necessitate enhanced administrative support.

Duties

Work Schedule: Monday - Friday - 7:30 am - 4:00 pm Position Description/PD#: Administrative Officer/PD013450 Nursing Services provides inpatient and outpatient care for Acute Care, Urgent Care, Connected Care, Home and Community Based Care, Respiratory Therapy, and the Community Living Centers including hospice, skilled, and extended care programs. Nursing Services provides support to both the main facility and the CBOCs (telehealth support). The incumbent advises management on the establishment and progress of program goals, priorities, and major work schedules, develops cost and budget analyses and forecasts. The incumbent is responsible for the overall maintenance of accounting controls, billings, appropriated funds for several fund control points, and he/she assures accuracy of all financial reports connected with the program. The creation, alteration and maintenance of the clinical grids for Nursing Services (Connected Care and Home and Community Based Care) also fall under the responsibilities of the Administrative Officer. The incumbent is assigned as the Records Liaison for Nursing Services and will have primary responsibility for management Vista/CPRS menus and keys (currently ePass) for the service. Also serves as timekeeper for Nursing Services administration. Major Duties include but not limited to: Maintains knowledge of available resources for training and travel and assists staff with paperwork and process for obtaining approval. Monitoring expenditures in Fund Control Points, providing budget estimate, projects, etc. Administers space and equipment programs Assists HR/Equipment/Space Utilization Programs; Assists and informs Chief, Nursing Services on administrative policies, resource utilization and workload projections within Nursing Services; Prepares and/or assists in the initiation or revision of administrative policies, to include ongoing training to new and incumbent personnel; Conducts annual inventory (in collaboration with Nursing Services Nurse managers) and advises operating officials on requirements and procedures for acquisition, repair, and disposal of equipment. Collecting/analyzing data to prepare action plans for committees and managers; Monitor, collect, and report data needed for completion of Action Items, etc. to include tracking and assigning action items assigned to Nursing Services. Incumbent works with the EA-ADPCS and Human Resources to ensure the FTEE reports and overtime reports are accurate; Developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements; Collaborates with the Accreditation Specialist in planning tracer events and tracks action plans for areas that fall out of compliance Responsible for knowledge of Joint Commission Standards, and in conjunction with Quality Management staff identify areas in need of improvement, develop monitors and report actions taken, and results; Ensures the internal review, quality, and productivity monitors for the care line are current; Develops short and long range goals and coordinates the quality assurance plan for the Nursing Services. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintenance of accounting controls, billings, appropriated funds for several fund control points Collaborates with the Accreditation Specialist in planning tracer events and tracks action plans for areas that fall out of compliance; Collecting/analyzing data to prepare action plans for committees and managers when require; Utilizes HR programs to submit requests; Recommends ways to improve the effectiveness and efficiency of work operations; Works to ensure assigned reports are accurate . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate education.
