The primary purpose of the position is to provide administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the Associate Nurse Executive Office/Outpatient Nursing Service at the VA Southern Nevada Healthcare System (VASNHS).

Duties

Major duties include but are not limited to: Provide financial information and analysis to leadership. Develop the need for and maintain an awareness of available resources and make recommendations to Office of Patient Care Services management regarding needs, distribution, or redistribution of these resources. Full authority for many fund controls points. Gather and analyze budget needs of Outpatient Nursing and manage all phases of budgeting within administrative requirements. Plan a system of internal control which assures the fiscal management of Outpatient Nursing will be maintained on a sound basis in accordance with generally accepted accounting practices. Responsible for formulation and execution of annual budget including supplies, equipment and all other general operating expenses. Participate in developing both long and short-range policies and plan for the organization by coordinating the administration needs of the organization(s) for which accountable. Participate in providing formularized planning direction for Outpatient Nursing Service. Participate in administering programs concerning such matters as staffing, recruitment, equal opportunity, merit promotion, and position management. Serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Incumbent is authorized to be approving official (Fund control Point Official) for orders for supplies, services, and equipment. Reviews orders to verify their need and ensures that Outpatient Nursing receives the appropriate share of the funds available. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full time, Monday - Friday, Various Schedules Telework: Not Authorized. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: An understanding of the concepts of medical care organizations, organizational behavior, financial management, and statistical applications. Knowledge of the appropriate software packages in the Veterans Health Information System Technology Architecture (Vista) database system, and their various applications. The position requires high level administrative, analytical, evaluative, organizational, fiscal, and interpersonal skills for a wide variety of dynamic and complex factors. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level. GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of financial management, budget administration, accounts management sufficient to analyze and evaluate continual changes in programs plans and funding and their effect on financial and budget program milestones, analyze financial and budgetary relationships, develop recommendations for financial and/or budget actions, and formulate and administer effective financial and budgetary controls. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the graduate level. You will be rated on the following Competencies for this position: Financial ManagementHuman Capital ManagementStrategic Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary in nature, sometimes requiring light lifting. The work may require some travel for local or national meetings.
