This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Forester, GS-0460-11 position with the U.S. Army Corps of Engineers, Fort Worth District, Operations Division. This position is located in Texarkana, Texas.
Duties
Serve as a Natural Resource Staff Specialist for a Regional Project Office which is responsible for multiple-purpose lake projects with greater than 125,000 acres of public land.
Responsible for development, implementation, and administration of the Forest Management Program and personal execution of professional forestry duties.
Assume the duties and responsibilities of the Environmental Stewardship Business Line Manager and/or Lake Manager and/or Environmental Specialist in his/her absence.
Perform field level forest and timber resource studies, annual work plans, and related management activities for the Project.
Prepare the forest management and other natural resource management portions of the five-year Operational Management Plan including funding to accomplish planned workload.
Develop and recommend appropriate implementation plans for assigned land areas to assure beneficial sustained vegetative cover for project forest, wildlife, and soil resources.
Accomplish land leasing and utilization program to optimize natural resources value.
Prepare, direct, and coordinate the Project's timber sales program and dispose of salvage timber through local Manager's sales.
Serve as advisor to the Operations Project Manager, Environmental Stewardship Manager, and Lake Managers concerning the conservation and utilization of natural and cultural resources.
Develop and recommend projects and habitat supporting wildlife resources.

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- The duties of this position require the incumbent to possess or obtain and maintain a valid Motorboat License.

Basic Requirement for Forester, GS-11:
A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources.

B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes performing one out of the following three duties: 1) Developing Forest management plans OR 2) Practicing conservation and utilization of natural resources to include vegetative, soil and/or wildlife. OR 3) Executing activities with timber sales, salvage timber, disposal and/or oversight of contract cutting of timber and reforestation projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
