The primary purpose of this position is to provide lead support for all Medical Support Assistant staff and is a foundational position within the Primary Care facility at the Richard L. Roudebush Veterans' Administration Medical Center. Medical Support Assistant (Lead) is mainly concerned with the administrative support to the health benefits unit.

Duties

This position serves as the Medical Support Assistant (Lead) for the Veterans Health Administration at Richard L. Roudebush VA Medical Center. As a Lead Medical Support Assistant, you will serve as a specialist on eligibility and enrollment issues by providing administrative and technical assistance to the Supervisor of the Health Benefits Unit, Medical Center Staff, Veterans, and their family members on issues related to eligibility and enrollment. Major Duties and Responsibilities include, but are not limited to: Assigns work to subordinate staff. Resolves complex problems to ensure patient services are met. Evaluates new products, equipment and systems and provides recommendation for improvements to operations. Identifies educational and training needs. Provides progress/status updates to Health Benefit Unit (HBU) leadership. Facilitates the transfer of needed information or decisions from supervisors on developing issues. Verifies eligibility/entitlement for benefits of all applicants using various methods to include: including income assessments, military discharge documents, Veterans Information Solution (VIS), DPRIS, VBMS and SHARE applications. Advises veterans of their entitlements on a variety of medical benefits. Relays co-payment requirements to veterans in discretionary categories. Possess extreme tact, diplomacy and privacy are required to explain complicated laws in this area. Commands extensive knowledge of Medical Centers and their policies. Generates patient data cards for veterans accurately. Monitors enrolled patient data base information for accuracy to health insurance data, income assessments for the Means Test and Pharmacy Co-pay Exemption programs as mandated by law. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Proficient in spoken and written English. Experience: Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR Education: One year above high school (you must provide transcripts for verification if using this as meeting the basic requirement); OR Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable (you must provide transcripts for verification if using this as meeting the basic requirement). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Do you possess one (1) full year of experience equivalent to the GS-06 level that equipped you with the following knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of this Lead Medical Support Assistant position? Collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met. Independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations. Communicate tactfully and effectively, electronically, by phone, in person, and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels, as well as resolving patient concerns. Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care. Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians. Candidates must also demonstrate all of the Knowledge, Skills, and Abilities (KSA's) listed below: Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff. Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics. Preferred Experience: Subject matter expert on eligibility and enrollment issues and has received basic eligibility training from NEST training, Lead, Supervisor, and the Health Eligibility Center (HEC). References: VA Handbook 5005/53; Part II, Appendix G45. MEDICAL SUPPORT ASSISTANT QUALIFICATION STANDARD, dated August 1, 2019. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The position involves a great deal of mobility within the medical center. Must be able to operate a computer terminal and be able to manage multiple activities at one time. May need to carry medical records weighing 5 to 10 pounds. Work Environment: Incumbent is required to sit for various lengths of time as well as some bending and lifting. May work at top speed for several hours at a time.
