We expect to fill 1 vacancy at this time; however, additional positions may be filled from this announcement if they become available. Appointment to this position will not convey permanent status in the Federal service and will be for a period not-to-exceed 13 months with possible extension up 4 years without re-announcement.

Duties

Serves as the BLM's point of contact with state and local governments, non-profits, and Tribes in developing a land management vision for newly acquired public lands. Advise the District Manager, Field Managers, and staff on tribal consultation and coordination based on laws, regulations, executive orders, departmental policy, and Bureau policy. Develop relationships with tribes to facilitate the consultation process and to further potential partnerships with tribes. Facilitate and support government to government tribal consultation under various authorities including but not limited to the National Historic Preservation Act (NHPA) and the National Environmental Policy Act (NEPA). Evaluate sensitive issues and recommends to the authorized officer the necessary steps to solve those issues. Serve as an expert in Tribal Law issues as they pertain to land management issues. Assist the District Manager and Field Managers in the development and implementation of cooperative partnership opportunities, outreach and education programs, Cooperative Agreements and Memorandums of Understanding. Develop and provide training or guidance for BLM managers and specialists on Native American cultures and on the economic conditions of tribes and the general structure of tribal governments. Provide guidance, coordination, and assistance in initiating, planning, facilitating, and documenting consultation and assists management with dispute resolution with tribes. Coordinate tribal outreach efforts with the appropriate headquarters, field office, division, branch, and external affairs staff. Monitor programs which affect tribes and communicates tribal perceptions to staff and management.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the next lower grade level that is equivalent in difficulty and complexity as indicated by the following examples: To qualify for the GS-12, you must have 1 year of specialized experience at or equivalent to the GS-11 grade level. Please be sure to include this information in your resume. Specialized experience at this level is defined as experience in natural resource land management agency leading, directing, or managing organizational projects/special programs related to NEPA or FLPMA; leading or participating on interdisciplinary teams responsible for land use authorizations/plans and environmental analysis; assisting with the preparation of contracts and budgets for assigned projects related to NEPA or FLPMA; tracking project schedules or milestones related to NEPA or FLPMA. Experience working with partner groups including local government, state agencies, Native American Tribes, and non-profits. Coordinating tribal outreach efforts with the appropriate external offices. Evaluating sensitive tribal issues and recommending necessary steps to resolve issues. Attending tribal events and participating in tribal ceremonies. Developing and providing training and/or guidance for other on Native American cultures. Specialized experience as listed above may not be substituted with education or a combination of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. This is a term appointment not to exceed 13 Months. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year probationary or two year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment. Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Work Environment: Work is performed in an office setting. Work area is adequately lighted, heating, and ventilated.

Education

Education in lieu of specialized experience is not permitted at this grade level.
