Duties
You will provide technical expertise in support of weapons systems/equipment to meet manpower, personnel, and training needs of Marine Corps operators and maintainers.
You will advise personnel on strategy and acquisition of life-cycle manpower, personnel, and training solutions.
You will design and develop proposals, methods, and procedures to complete complex design or redesign programs.
You will prepare manpower, personnel, and training portion of Statements of Work and tailoring Data Item Descriptions for Contract Data Requirements Lists.
You will participate in meetings, workshops, and conferences to exchange information on instructional technology development and integration.
You will prepare and brief status of the program's manpower, personnel and training plan to the Competency Lead or other lead evaluators to develop program reviews or Independent Logistics Assessments.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-2 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical expertise and management required in support of weapons systems/equipment by performing manpower, personnel and training program planning and resourcing and advising program managers and program team personnel on strategy and acquisition life-cycle manpower, personnel, and training solutions.

Education
BASIC REQUIREMENTS: You must possess a degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
- Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
- Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
- Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
- Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
