The incumbent serves as an Education Technician, organizationally aligned to the Education Section, Learning Resources Service, Battle Creek VAMC (515), Battle Creek MI - a level 3 complexity VHA facility. The incumbent is responsible for a variety of training and administrative duties for the service, including course management, instruction, counseling and supporting the Chief, Learning Resources Service with ad-hoc assignments.

Duties

Major duties include: Serve as the primary point of contact and technical expert for education and training under the purview of Learning Resource Service. Manage, organize, and coordinate administrative and technical duties for continuing education and training initiatives established by of the Department of Veterans Affairs. Oversee a training delivery and tracking program, currently known as the Talent Management System (TMS) capable of storing, retrieving, manipulating, and tracking course data to assess effectiveness of training. Create, maintain, and credit all courses both in person and online for the entire medical center. Identify successes and problems and propose recommendations for remedying inadequacies, weaknesses, and/or instances of apparent non-compliance with requirements. This position is the primary point of contact for training approximately 1,800 employees of this facility. Monitor course registration and coordinate, evaluate, and resolve any problems that occur. Advise management, employees, students, participants in affiliation agreements, medical center committees on relevant education/training policies and procedures. Assist in the development, revision, and maintenance of course materials, for Learning Resources Service and the Medical Center. Primary Facilitator for New Employee Orientation and New Employee Follow Up Session. Perform other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving in all system manager roles, training users and local administrators, supporting all users through a help desk, managing accounts, providing technical support, and maintaining the database daily. Ensuring appropriate assignment of profiles and linkages, course development and assessment, evaluation, and innovations and quality improvement, assisting to identify issues and problems and implementing alternative solutions based on expert knowledge. Fielding calls from users requiring assistance and solving their issues. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement directly related to the work of the position as outlined above. TRANSCRIPTS REQUIRED OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described in A but less than one year, and some graduate education but less than one year. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing adult learning concepts and training employees in the use of education systems; using numerous software applications, e.g., Microsoft Word, Microsoft Excel, Microsoft Outlook; supporting office operations and producing a variety of documents such as letters, reports, spreadsheets, etc.; creating, implementing, and analyzing tracking systems to monitor individual training programs; and using communication skills to develop working relationships with diverse professional and technical populations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related. TRANSCRIPTS REQUIRED OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described in A but less than one year, and I have more than one year but less than two years of graduate education as described in B. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires a combination of sedentary and light physical activities. Some walking, standing, bending, lifting, reaching, and pushing are required to retrieve resources, provide minor adjustments to equipment, maintain records, and transport training materials throughout the Medical Center. Periods of time working at a computer terminal are required. The incumbent must have the capacity to be flexible and to handle somewhat stressful situations and multiple priorities. Work is performed primarily in an office setting that is adequately heated, cooled, lighted and ventilated in Learning Resources Service. He/she will also work in the classrooms, conference rooms, and other offices within the Medical Center.
