About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command ACOFS G3, Fort Meade, MD.
Duties
Plan and carry out projects and studies to identify and resolve problems pertaining to various HR program areas within HQ CYBERCOM.
Develop guidance, policy, procedures, and standards for new and/or changing program areas.
Prepare and present reports and briefings on program status, HR issues and/or recommended actions to key staff elements, appropriate senior staff officers, managers, and supervisors.
Analyze significant level HR management issues and problems and develops recommendations and alternative solutions.
Provide expert advisory and consultative services to all management levels within the command. Provide on-site assistance and ancillary HR support.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination.
- Must be able to obtain and maintain access to NSA.
- Incumbent may be required to travel approximately 10% of the time and may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position has been designated as a Testing Designated Position (TDP). Employee must pass initial and periodic short notice drug testing.

To qualify based on your experience, your resume must describe at least one (1) year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) applying expertise of Federal and Army human resources policies, rules and regulations to a wide range of human resources programs; 2) advising senior leaders on courses of action to tackle complex personnel problems and projects; 3) utilizing Army civilian systems and processes for performing HR actions; 4) and directing HR work performed by team members and evaluation the work of others to ensure it meets requirements and standards.
