This position is located in the Veteran and Family Member Programs (VFMP) Directorate under Integrated Veteran Care (IVC). The analyst serves as an operational reviewer for quality controls within VFMP. Quality controls encompass processes and procedures effected by management that provide reasonable assurance that management's objectives will be achieved. These objectives and related risks can be broadly classified into one or more of the following three categories.

Duties

Duties include, but may not be limited to: Perform Contracting Officer Representative (COR) duties. Provides staff support for quantitative and qualitative methods, and provides expert guidance, consultation, and administrative support in developing, analyzing, and evaluating health systems. Monitor the quality control functions of the department to include employee performance audits and special audit projects. Determine the need to formulate, conduct, or arrange for training for Specialty Program Department. Be solely responsible for the establishment and maintenance of a detailed departmental desk procedures manual. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Ability to develop and recommend changes in program objectives to ensure sound utilization of human, financial and material resources. Knowledgeable understanding of the Health Insurance Portability and Accountability Act (HIPPA) of 1996, as contained in Public Law 104-191. Comprehensive knowledge of quantitative and qualitative analysis methods and techniques to carry out assessments and evaluations for all specialty enrollment program functions within VFMP. This includes general knowledge of IVC and SPD operations to advise on the accomplishment of program objectives and recommend corrective action. Extensive knowledge of specialty program regulations, policies, organization, operations, and procedures is also required. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR Combination: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: The work is primarily sedentary and usually accomplished while seated at a desk.
