This position is located in the Acquisition Management and Operations Branch (AMOB), Office of Acquisitions (OA), Division of Extramural Activities (DEA), National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), U.S. Department of Health and Human Services (DHHS).

Duties

If selected for this position, you may perform the following duties: Develop, solicit, negotiate, awards, and administer procurements as assigned, including those awarded under Simplified Acquisition Procedures and Contracting methods. Solicit procurements up to $250,000; develops the procurement strategy, making determinations regarding the most appropriate mechanism for ensuring the needs of program are met. Negotiate terms, conditions, delivery schedule requirements, and price; contacts vendors/vendor representatives to advise them of ordering requirements and technical specifications and to discuss price quotations. Serve as a Card Approving Official (CAO) for one or more GS-1105 purchasing agent(s); reviews and approves their transactions monthly, ensuring appropriateness, completeness, and compliance of the acquisition file. Understand and adeptly applies appropriate regulations, policies, and procedures, e.g., the Federal Acquisition Regulations (FAR), DHHS Acquisition Regulations (HHSAR), Appropriations Law, etc., to provide the most appropriate and flexible and effective portfolio of acquisitions for NIAID program staff. Develop technical documents such as justifications, determinations, statements of work, market research, independent government estimates, determinations, and clearances. Collaborate with the Contracting Officer, Vendor, Policy team, and other staff from NIH and DHHS to prevent or resolve complex administrative concerns.

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

To qualify for the Purchasing Agent GS-1105-09 You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-08 level in the Federal service performing the following types of tasks: developing and/or recommending an acquisition plan or strategy; developing technical documents such as justifications, statements of work, and market research; advising program staff on acquisition operations; and presenting research findings to contracting officers or supervisors.
