Located in the unit for the Special Representative for Subnational Diplomacy, which was created in October 2022 within the Office of Global Partnerships. The Special Assistant provides strategic guidance, programmatic, planning, policy and operational advice to the Special Representative and Deputy Special Representative and is additionally responsible for coordinating the day-to-day activities of the Subnational Diplomacy Unit.
Duties
Oversees the operation of the Subnational Diplomacy Unit. Responsible for managing paper flow of the unit, including analyzing and clearing on all Departmental documents with Subnational Diplomacy equities.
Tracks all subnational engagements conducted by unit leadership and helps oversee collection of engagement data.
Serves as a strategic advisor to unit leadership on engagements with state and local officials, the most important function of the unit, as well as a key point of contact themselves for local officials.
Performs special projects and tasks, as directed by the Special Representative. Directs complex studies that may result in long term and short-term planning guidance. Performs other related duties assigned.
Responsible for managing logistics and liaisons for the Special Representative. Serves as a primary liaison to the staff of key department officials, U.S. local elected officials, private sector officials, and civil society.

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience applying analytical and evaluative methods and techniques for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems.
Experience applying a knowledge of administrative laws, policies, regulations, and precedents in order to provide advice and manage programs and projects.
Experience developing, analyzing and responding to various forms of correspondence, speeches, policy, and other strategic documents.
There is no substitute of education for specialized experience for the GS-14 position.
