This position is located within the Tennessee State Office. Incumbent serves as a senior loan specialist in the Single Family Housing (SFH) Program of a USDA Rural Development State or Field Office. The staff designs/implements/evaluates assigned housing programs for Tennessee. The incumbent implements complex loan/grant programs and provides matrix leadership to a group of operating loan specialists/technicians in carrying out the SFH Programs of the agency.
This is not a remote position.
Duties
Assists the program director administer SFH programs in an assigned area.
Tailors program delivery (available loan and grant programs) considering factors such as adverse geographic considerations, persistent poverty, low to very low income borrowers, unavailability of affordable housing.
Responsible for resolving escalated servicing problems.
Liaisons with agency partners such as state and local housing agencies, planning groups, private industry, colleges, real estate agents, non-profits, credit institutions, home builders, church and civic groups or the general public.
Responsible for providing training to staff and RD customers on housing programs.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For GS-09: Applicants must have 1 year of specialized experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates: knowledge and understanding of mortgage loan making/servicing and credit principles and practices in order to assess the fundamental soundness of single family housing loans and to independently examine applications, supporting documents, and credit reports, and maintain servicing activities on small mortgage loans. Experience may have been gained in work equivalent to furnishing information to borrowers and applicants on loan programs, eligibility requirements, financial and credit requirements; analyzing information provided by loan applicants, determining eligibility for mortgage loans, and making loan recommendations to a senior employee; assisting senior level employees in initiating action to graduate borrowers who are eligible for other credit sources; and participating in providing credit counseling to all borrowers and debt adjustment services. OR Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR a combination of education as described and specialized experience. Equivalent combination of education and experience are qualifying for this grade level.For
GS-11: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates: Experience includes evaluating financial situations, credit risk factors and researching and applying various laws, rules, and regulations pertaining to credit; experience in reviewing and evaluating loan and/or grant applications to determine eligibility and the approval/disapproval of housing loan applications; experience providing loan closing instructions to attorneys and title companies and with legal instruments and documents used in making and servicing housing loans; Conducts on-site inspections to determine whether a property is occupied, etc. Evaluates repair proposals and property values for compliance with applicable laws, regulations, directives, etc., and for overall feasibility and soundness of economic factors. Ensures required environmental assessments are conducted and meet requirements. Reviews for approvals of repair project costs. OR Ph. D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Equivalent combination of education and experience are qualifying for this grade level.
