The Centralized Finance Service (CFS) Administrative Officer (AO) provides accounting and budget support for all seven medical centers within VISN 6 as well as the VISN Headquarters. The AO coordinates the administrative, operational, and planning activities within the service. Key functions include assisting in managing day-to-day operations and estimate resources as required to further develop services within CFS. This position is located in the VISN Office in Roanoke, Virginia.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but are not limited to: Administration, budget, finance, contracting, program analysis, human resource management through HR Smart applications, labor mapping, office management services, document control, logistics, and a variety of related administrative matters to promote the effective function of all areas within Centralized Finance Service. Incumbent serves as the administrative resource for Centralized Finance Service and oversees the administrative and accounting suspense assignments in day-to-day operations ensuring workload is accomplished on a priority basis. The incumbent serves a liaison for multiple programs and sections within VISN 6. Serves as the department subject matter expert on proper correspondence and provide assistance/training to other service members. Responsible for Records management, Timekeeping, Key Control, Finance Service Policy updates, Employee Handbooks (EHs), Standard Operating Policies (SOPs), and Resource Management reviews. Plans a systematic internal control which assures the financial management of all serviced stations are maintained in accordance with accepted budget/accounting practices. Assembles and compiles budget information for submission to Veterans Integrated Service Network (VISN) and Veterans Affairs Central Office (VACO). Manages all administrative actions in the hiring process for Centralized Finance Service utilizing all available resources. The incumbent will perform follow-up checks on all personnel actions submitted to verify accurate results. Assigned as the Automated Data Processing Application Coordinator (ADPAC) for Fiscal service. The incumbent serves as the Talent Management System (TMS) administrator for the service. Assists the Centralized Finance Service management team in carrying out managerial functions, budgeting, decision-making, evaluation, planning, programming, personnel utilization, personnel development, personnel selection, and resource allocation. Prepares and reviews purchase orders for supplies and non-expendable property such as equipment. Assists Centralized Finance Service management in achieving a balanced operation of services with respect to the financial management of manpower, space, funding, and equipment. Analyzes procedures, methods, reporting requirements to eliminate duplication, improve procedures, reduce waste, and improve methods of operation and recommends changes in procedures to the VISN Chief Financial Officer. The incumbent requests information and feedback on timely basis from different program areas, station fiscal staff, and other Medical Center functional teams in sufficient lead-time for reviewing compiling, correcting and preparing for required signature for numerous recurring and nonrecurring reports and reviews related to financial management. Incumbent maintains Centralized Finance Service managements' daily calendars, schedules appointments/meetings with knowledge of workload and importance of issues. Work Schedule: 7:45am - 4:30pm, Monday - Friday Compressed/Flexible: May be authorized at Supervisory discretion. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Grade Level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: interpreting and implementing administrative policies, providing management analysis, budget administration, program data analysis, preparing correspondence and reports, training staff, personnel management/administration, providing advice to managers, timekeeping, monitoring resource allocation, procurement, and contracting activities. OR; Applicants may substitute education for the experience required for the GS-11 level. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree, or Ph.D. or equivalent doctoral degree, or LL.M., if related (Transcript required) OR; Combination: Applicants may also combine education and experience to qualify at the GS-11 level. You must have a combination of specialized experience and education beyond 2 years of progressively higher level graduate education leading to a master's or equivalent graduate degree, or LL.B. or J.D., if related, is creditable. (Transcript required) NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. Physical Requirements: The work is sedentary in nature.
