This position is located in the Facility Management Division of a National Park Service unit largely characterized by a highly diversified infrastructure, geographically dispersed visitor/resource venues, and elaborate utility systems located in multiple developed areas. The park includes numerous buildings of various structural types and uses, with extensive park-managed road and trail systems.

Duties

This is a detailed or temporary promotion position not to exceed 1 year, and can be extended up to 5 years. It may be made permanent without further competition. What is a Temporary Promotion: A Temporary Promotion is a temporary assignment of an employee to a different position for a specified period with the employee returning to their regular duties at the end of the assignment. An employee must meet the qualification requirements of that position. Temporary promotions must be competed when they are anticipated to exceed 120 days What is a Detail: A Detail is a temporary assignment of an employee to a different position for a specified period with the employee returning to their regular duties at the end of the assignment. While on detail, the employee continues to hold his/her official position from which detailed and keeps the same status and grade. The purpose of this position is to serve as the Facility Management Systems Specialist with primary responsibility for the Facility Management Software System (FMSS). Duties may include:

Qualifications

All qualifications must be met by the closing date of this announcement-12/15/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Preferred experience/training: Serves and trained as a Contracting Officer's Technical Representative (COTR) To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Evaluates reports to assist Chief of Maintenance in determining Operation and Maintenance (O&M) and project costs; Coordinates with park staff in developing projects in the Project Management Information System (PMIS); Provides guidance and training to operations and maintenance supervisors, maintenance staff and other divisions on use of FMSS/FCAS databases; Assists park management in the implementation an operation of all park FMSS activities, and the establishment and coordination of short and long term schedules to meet Park Asset Management Plan (PAMP) parameters; Inspects work performed by contractors and prepares daily progress summaries; Coordinates FMSS work orders and estimates for park projects. Reviews reports, analyzes, and prioritizes asset needs, and provides project recommendations to the facility manager for operational, fiscal, and planning purposes. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent in directly related field of study. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. NOTE: Only graduate education in excess of two years is creditable in this calculation. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
