The primary purpose of this position is to provide contracting services for the Electronic Systems Center including acquisition planning, solicitation, proposal evaluation, negotiation, contract pre-award and post-award management activities. Performs all of these functions for highly complex, high monetary, long- and short-term acquisitions for major systems.

Duties

DUTY 1: Performs pre and post award functions (e.g. acquisition strategy develop, presentation and clearances) for procurements involving complex and non-complex contracts in support of ESC mission, to include highly specialized, new and innovative products and services. DUTY 2: Analyzes and evaluates cost and pricing data and prepares/briefs Government positions to determine price reasonableness and realism of contractor's proposals. DUTY 3: As lead negotiator, communicates effectively in contract negotiations and negotiates Government objectives, terms and conditions to obtain the best value for the Government. DUTY 4: Performs contract administration functions (i.e contract scope determinations, contract modifications, supplemental agreements, justifications and approvals, approval reviews/fair opportunity evaluations and claims disputes and contract terminations. DUTY 5: Complies with safety, health and security requirements and directives.

  • Security: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the basic requirements defined in 10 United States Code (USC).This standard implements requirements contained in Title 10, United States Code, Sections 1723 through 1733, as amended by Section 861(b) of the National Defense Authorization Act for Fiscal Year 2020 (Public Law 116-92) and implemented on a policy exception basis by Under Secretary of Defense for Acquisition and Sustainment memorandum, Exception to 24 Semester Hours Requirement for Contracting Positions, effective and dated August 2, 2020. BASIC REQUIREMENT: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your transcripts. NOTE: The following three exemption to the basic education requirements above apply to DoD civilian employees or Service members who: 1. Served as a contracting officer with authority to award or administer in excess of the Simplified Acquisition Threshold (SAT) on or before 30 September 2000; OR 2. Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; OR 3. Are an enlisted member of the Contingency Contracting Force (CCF). This exemption only applies to CCF members in their current or future CCF positions. The Bachelor's degree exemption does not apply to current CCF members seeking New Hire employment within DoD as a 1102. BASIC QUALIFICATION REQUIREMENTS FOR CONTRACTING POSITIONS: In addition to meeting, the basic educational requirement as well as the requirements in the table above, applicants must have: 1. Have at least two years of experience in contracting positions; and 2. Have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving. Certification at this level is sufficient to meet this standard In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties are performed with considerable latitude in dealing with problems arising during the pre-award or post-award phases of the procurement action; independently plans and carries out the work, selecting the approaches and techniques to be used; recommends or develops new guides or procedures when problems reveal that guidelines are lacking or inadequate; independently determines actions to be taken on assigned contracts; uses judgment in interpreting guidelines, in adapting procurement procedures to specific situations, and in recommending solutions to problems encountered. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of government and agency specific guidelines and business practices, including statutes, regulation, policies and procedures and the different contract types and broad knowledge of business practices and market conditions applicable to acquisition requirements. Knowledge of preparing solicitations containing appropriate provision, clauses and terms to develop appropriate evaluation criteria as well as assigned contracting and procurement specializations and applicable contract types. Ability to evaluate responses to solicitations for price reasonableness, compliance with solicitation technical requirements. Ability to use automation tools and techniques to support contracting operations. Ability to use recognize and analyze problems, conduct research, summarize results and make appropriate recommendations. Competent ability to communicate orally and in writing; ability to negotiate, plan, organize and meet deadlines. CONDITIONS OF EMPLOYMENT CONT: This is a Contracting position and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than three (3) years after accepting this position."
