THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MOTOR VEHICLE OPERATOR (TITLE 32), Position Description Number D1907000 and is part of the IL USPFO, National Guard.

Duties

As a MOTOR VEHICLE OPERATOR (TITLE 32), WG-5703-6/7/8, you will transport supplies and equipment intra and inter state using a variety of wheeled vehicles to haul cargo and fuel, transport passengers or to tow or recover equipment. Vehicles are driven in restricted traffic environments on Government installations, and over public roads and highways, or under cross-country conditions. Major Duties - This is NOT an all-inclusive list: Ability to verify that vehicle's auxiliary pumping system has correct grade or mixture of fuel pumped, that the receiving equipment is grounded and fuel tanks are not overfilled. Ensure all cargo is secured to prevent shifting or falling in transit and to minimize the possibility of vehicle sway. Ability to select the safest, most direct and legally allowed route to be followed and identify alternative routes to be used in the event of an emergency. Operate electric, gasoline or diesel-powered forklift trucks. Perform a variety of servicing and operator preventive maintenance work on assigned vehicles. Record type and quantity of fuel delivered. Ensure shipping and accounting documents are with the shipment and reflect actual condition, quantities and type of material, including manual turn in and issue documents. Complete log books, maintenance records, reports and other transportation documents for accurate accounting. Identify, inspect, and segregate equipment or material as it is received for obvious damage and needed repairs. Perform warehouse work, as required, to include issuing, receiving and inventorying equipment, supplies and materials; loading and unloading of trucks; storing and pulling warehouse stock; packing and unpacking material; and repairing or replacing items on equipment. Operate primarily straight-in-line trucks and/or truck tractors with semi-trailers which typically have an approximate gross vehicle weight (GVW) of more than 32,000 pounds. Extremely knowledgeable about turning the vehicles, in evaluating the condition and load limits, in scheduling weigh points, and in accessing traffic conditions and hazards, locally and over long-distance routes in unfamiliar geographic areas. Couple and uncouple the truck tractor and semi-trailer, or truck and trailer, and connects and disconnects the air brakes and electrical lines. Maneuver vehicles within close tolerances when driving and backing over uneven ground, in narrow or congested areas, between buildings and other vehicles, between parked aircraft and when positioning vehicles at loading docks. Operate vehicles on interstate highways, winding roads, and steep grades and manipulates the dual braking system to prevent the semi-trailer or trailer from jackknifing.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - May not exceed the rank of SGT. GENERAL EXPERIENCE: MUST possess experience or training which demonstrates the ability to follow instructions and safely operate the type of equipment required to accomplish the duties of the position. SPECIALIZED EXPERIENCE: WG-8 Level MUST possess at least 12 months of specialized experience or training which demonstrates the ability to operate one or more motor vehicles including platform trucks, van trucks, fuel trucks, stake trucks, dump trucks, and trash removal trucks which typically have an approximate gross vehicle weight of more than 11,700 kilograms (26,000 pounds) and up to 14,400 kilograms (less than 32,000 pounds); experience operating vehicles and tractors, some of which may be equipped with special-purpose powered equipment; experience operating platform, van, stake and dump trucks, refueling vehicles passenger buses or ambulance buses. WG-7 Level MUST possess at least 9 months of specialized experience or training which demonstrates the ability to operate one or more motor vehicles including platform trucks, van trucks, fuel trucks, stake trucks, dump trucks, and trash removal trucks which typically have an approximate gross vehicle weight of more than 11,700 kilograms (26,000 pounds) and up to 14,400 kilograms (less than 32,000 pounds); experience operating vehicles and tractors, some of which may be equipped with special-purpose powered equipment; experience operating platform, van, stake and dump trucks, refueling vehicles passenger buses or ambulance buses. WG-6 Level MUST possess at least 6 months experience or training which demonstrates the ability to operate and perform operator maintenance on one or more motor vehicles including platform trucks, van trucks, stake trucks, dump trucks, ambulances or patient transport vehicles, passenger shuttle vans, and cargo vans which typically have an approximate gross vehicle weight of more than 4,500 kilograms (10,000 pounds) and up to 11,700 kilograms (26,000 pounds); experience demonstrating the ability to operate and perform operator maintenance on one or more classes of motor vehicles including pickup trucks, panel trucks, flatbed trucks, carryalls, sedans crew cab pickup trucks and HUMVEE; experience to start, stop and maneuver assigned equipment; experience annotating logs and records. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
