About the Position: This position supports the Directorate for Resource Management, Department of Human Resources at Walter Reed National Military Medical Center, BLDG 1, 8th Floor, Bethesda, MD.

Duties

Provide detailed analysis and recommendations for improvement in the utilization of human resources/manpower. Perform studies, analyses, and evaluations of administrative regulations, procedures and policy directives to determine applicability. Interpret and disseminate implementation guidance to Agency employees. Prepare Human Resources reports for the Agency. Provide regulatory interpretation, guidance, and assistance regarding civilian personnel related matters. Plan, organize, and advise on reorganizations, realignments, and other manpower actions. Assist in the strategic human resources management program and other programs to support effective Agency strategies. Provide regulatory assistance and guidance to the managers and personnel specialists in the resolution of problems encountered. Perform and coordinate a wide variety of human resources functions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Qualifications

Position is a GS-09 level with promotion potential to a GS-11. The position may be filled at either level GS-09 or GS-11. If selected at the GS-09 level; noncompetitive promotion to the next grade level is authorized; pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in Human Resource Management, Business Management, or Business Administration. (NOTE: You MUST submit a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (NOTE: You MUST submit a copy of your transcripts) Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07). Basic Requirements for GS-11 level: Specialized Experience: One year of specialized experience which includes researching and analyzing human resources regulatory guidance to advise managers and/or employees on civilian personnel functions; advising management and employees on regulatory guidance governing civilian personnel functions in areas such as, incentives, recruitments, and manpower; utilizing and extracting human resources data to comprise reports from human resources databases such as Civilian Personnel OnLine (CPOL) and AutoNOA; and recommending improvements to increase efficiency of operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in Human Resource Management, Business Management, or Business Administration. (NOTE: You MUST submit a copy of your transcripts) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
