This position serves as the Deputy Director within the Office of Strategic Alliances (OSA), National Center for Advancing Translational Sciences (NCATS), National Institutes of Health (NIH), defining translational research broadly to include early steps necessary to develop new therapeutics, devices and diagnostics from basic discoveries, the steps necessary to establish world efficacy and effectiveness.

Duties

As the Deputy Director for OSA, below are some of the duties that you will perform: Assigns the work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Participates in the development and implementation of technology transfer initiatives. Uses expert scientific knowledge to prepare unmodified standard agreements and draft non-standard agreements (e.g., Material Transfer Agreements (MTAs), Confidential Disclosure Agreements (CDAs), Clinical Trial Agreements (CTAs), Conditional Gifts and custom agreements. Designs training for scientific and administrative staff about technology transfer issues such as inventions, patents, licensing, transfers of confidential information data and research materials, copyrights and collaborative agreements. Manages domestic and foreign patent prosecution on associated technologies through regular communication with inventors, NIH contract law firm personnel, and IC technology transfer staff, as appropriate.

Qualifications

Basic Qualifications: In order to qualify for a Technology Transfer and Patent Specialist GS-0601 position, you must have completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree or graduate higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Additional Qualifications: In addition, to qualify for a Technology Transfer and Patent Specialist GS-0601 position at the GS-14 level, you must have 1 year of specialized experience equivalent to at least the GS-13 level in the Federal Government obtained in either the private or public sector performing the following types of tasks: leading or mentoring others on planning, negotiating, drafting, and executing a variety of technology transfer agreements, such as: Cooperative Research and Development Agreements (CRADAs), Materials-CRADAs (M-CRADAs) or equivalent kinds of agreements; resolving complex problems related to patents or technology transfer agreements; advising on matters involving domestic and foreign patent rights, policies and procedures; and developing royalty proposals based on analyses of the stage of development of technology, size of market, and availability of competing technologies.
