About the Position: This position is located at the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC): This position will be filled at the GS-09 or GS-11 level. If selected at the GS-09 level, noncompetitive promotion to the full performance level is authorized.

Duties

Perform a variety of pre-award and post-award contract functions such as participating in pre-solicitation committees and contract award boards and review technical data packages. Performs audit or analysis functions and provide support regarding audits and analysis. Provide input and support maintenance of contractor reporting systems. Perform quality assurance functions in support of material findings. Initiate or recommend corrective actions for quality issues. Evaluate contractor Quality Assurance/statistical process control plans and reports. These duties are described at the full performance level GS-11. The GS-09 grades is developmental leading to such performance Serve as the Quality Assurance Specialist for assigned items such as weapons, combat vehicles, tools and equipment, and auxiliary items

Requirements

  • DATACL1i TACOM D and A Level 1 Certification Requirement The incumbent must meet all requirements for this certification within 12 months of being placed on the position.

Qualifications

Position may be filled as a temporary promotion or detail NTE (specific date or number of years) by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years. Position may be made permanent without further competition. Employees are not eligible for a detail in the OCONUS area unless already residing in the same overseas area (foreign or non-foreign) as the position being filled. Employees currently located in OCONUS (foreign or non-foreign) are not eligible for a detail to a CONUS position. (only use last sentence if position being recruited is located CONUS). Current Department of Army Civilian Employees In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Specialized Experience: One year of specialized experience which includes assisting with investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities; performing a wide range of quality assurance planning or analysis functions; and performing quality assurance functions in pre/post award activities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Specialized Experience: One year of specialized experience which includes conducting quality assurance visits to contractors, and/or production facilities to assure mission material meets established requirements; developing, modifying, and standardizing simple contract clauses for quality assurance requirements; recommending solutions to quality assurance problems; and developing quality assurance plans to monitor commodities or programs during product/system life cycle. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
