The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6). The primary purpose of this position is to support and augment the work of HR Specialists and to perform a variety of supporting Human Resources recruitment and placement assignments for a variety of positions in different personnel and pay systems.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05, for a GS-07 you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience (GS-5): You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Scheduling and coordinating various appointments; electronically monitoring case assignment status and regularly performing necessary follow-up actions; reviewing documentation for accuracy; entering and retrieving data and information from automated databases and websites; maintaining files and records; responding to walk-in, telephone, and email inquiries, and, utilizing automated systems such as Microsoft Word, Excel, Access programs, and web-based systems.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (4) full years of education above the high school level. (Transcripts are required if using education to qualify)
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond (2) two years above high school (only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement). (Transcripts required if using education to qualify)
Specialized Experience (GS-6): You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responding to requests for information in person or in writing; preparing forms, reports and correspondence; researching and extracting information from policies, procedures and manuals; creating, editing and updating letters, memorandums, and other documents in automated data processing systems; updating database records, maintaining files, position descriptions, training records, or other office related items, and, accomplish routine tasks within an office.
Specialized Experience (GS-7): You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Answering inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another Federal agency, and job vacancies for which applications are being accepted ; identifying appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on HR action requests; initiating HR actions; requesting and or transferring HR records; knowledge of promotions and applying Time-In-Grade requirements; maintaining files and/or employee records, position descriptions, training records, or other HR items.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is generally sedentary and requires sitting, walking, standing, bending, and/or carrying light items. Work is performed in an office setting which is adequately lighted, heated, and ventilated.

Education
Education substitution is available at the GS-5 level, however, there is no educational substitution at the GS-6 grade level.
