This position is located in Pacific West Regional Office, Interior Regions 8, 9, 10, and 12 at Manzanar National Historic Site, in the Park Management Division. Duties

This position is responsible for the overall management and day-to-day operation of the park, including business services, administration, maintenance, resource management, interpretation, education, and volunteers, and civic engagement. Duties include: Direct and supervise the full range of planning, organizing, development, control, and evaluation of operations and management programs for the park. Identify problems and issues, develop issue-oriented objectives, apply and interpret Service and park mandates and policies, incorporate Service objectives, explore and formulate alternative solutions, negotiate conflicts and develop effective agreements. Directly supervise subordinate program managers, guiding the direction of their efforts, setting priorities, allocating resources and ensuring an effective and efficient organization. Responsible for planning, organizing, implementing and evaluating a comprehensive resource management program (cultural and natural). Coordinate land and resource planning and management with representatives of other agencies, Federal, state and local governments, the general public, and with private landholders. Build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, to achieve common goals. Provide strategic leadership to park and partners and sets forth an organizational vision that allows the park to uphold its mandate and objectives in a complex and continuously changing environment. Represent the National Park Service and the park in primary communications. Set the tone and expectation for the quality and responsiveness of communications with members of Congress, appropriate Federal, state, and regional and local officials, native organizations, public and private organizations, and the general public. Plan and execute a comprehensive fiscal program to support park operations and resource protection utilizing base, project, fee and donated funds. Set the direction and standards for the Interpretation and Visitor Services Program which includes multiple visitor centers, interpretive programs, school programs, annual special events and work with cultural practitioners. Oversee the implementation/operations of a comprehensive facility management program for constructed assets (including buildings, roads, trails, picnic areas, and grounds) compliant with regulatory requirements and NPS policies. Oversee the visitor and resource protection programs, providing overall direction and internal control for law enforcement functions. Physical Demands: Work is mostly sedentary; however significant pressures generated from an intensive variety of influences may result in significant mental pressures. The elevation of the area is about 4,000 feet. Winters can be cold (Independence, CA, average Dec. & Jan. minimum temperature 16°F/-9°C, record low of -5°F/-21°C) with snow on the ground a couple of times per winter; summer temperatures regularly exceed 100°F/38°C (record maximum 114°F/46°C) from May through September; windy days are common, and strong winds carrying particulates are of concern, especially during spring and fall. The incumbent will need to do, considerable walking over the site in irregular terrain during field activities and to escort dignitaries during tours of the site. With the need for a comprehensive external affairs program, offsite interpretation and public relations activities, hours are often long and erratic. Occasional travel is required to various locations within California and other locations in which the incumbent transacts business. Working Conditions: Work is accomplished largely indoors, but frequently outdoors in varied weather conditions. There are periods of exposure to extreme temperatures during travel and during field activities.

Qualifications

All qualifications must be met by the closing date of this announcement-12/15/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) providing leadership and direction for the strategic planning, management, and operation of function and activities on public lands (typically at the divisional level) 2) managing a work group and making key operational decisions regarding budget, personnel, and program execution; 3) describing effective and timely decisions regarding significant or controversial issues. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
