You will serve as a FINANCIAL MANAGEMENT ANALYST in the Business Operations Directorate (Code 14) of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. Duties

You will complete programming build outs in order to submit for resourcing. You will analyze and formulate budget and cost estimates to support plans, programs, and activities, including presenting and defending budget estimates. You will perform or advise on work in the first two phases of budget administration. You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience within the Planning, Programming, Budgeting and Execution (PPBE) process; Formulating budget and cost estimates to support plans, programs and activities independently including presenting and defending cost estimates; Performing financial analysis utilizing various financial reports or systems; and Completing programming build outs such as Program Objective Memorandum (POM) in order to submit for resourcing. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience assisting with the Planning, Programming, Budgeting and Execution (PPBE) process; Assisting with formulation of budget and cost estimates to support plans, programs, and activities; Reviewing, analyzing, or recommending changes to financial management systems that apply financial appropriations law to budget operations; and Performing financial analysis utilizing various financial reports or systems.
