These positions are located in BLM Oregon Burns District, with duty location in Hines, OR. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Duties

Salary Ranges: GS-09: $57,118 to $74,250 GS-11: $69,107 to $89,835. This position serves as an Outdoor Recreation Planner for the Andrews Field Office and the Steens Mountain Cooperative Management and Protection Area National Conservation Lands unit at Burns District BLM. The Burns District BLM is based in Hines, Oregon. The incumbent will serve as an Outdoor Recreation Planner responsible for recreation program management, policy/planning, and program analysis. Recreation Program Management: The incumbent will serve as coordinator and technical advisor for one or more outdoor recreation programs, such as travel management. The incumbent will help oversee the operation of public use sites, permit programs, and facilities. The incumbent will serve as a liaison between the recreation, engineering, and operations working groups. Policy & Planning: The incumbent will develop content for environmental and project planning documents such as Resource Management Plans, Site Plans, and Environmental Assessments. Program Analysis: The incumbent will use databases such as Facility Asset Management System (FAMS) to maintain data and records for recreation and other assets. The incumbent will conduct inspections and assessments, including, but not limited to condition assessments of recreation sites, roads, and other assets. Other Duties as Assigned: The incumbent will assist other recreation planners with recreation management tasks as needed when time allows. Physical Demands: Field work routinely requires physical exertion such as long periods of standing or walking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping, or reaching; using hand tools such as shovels, trowels, or screening devices; and lifting of moderately heavy items such as equipment and samples. Work Environment: The work regularly involves moderate risks or discomforts which may require special safety precautions, e.g., adverse weather conditions, hazardous driving conditions, irritating or occasionally hazardous chemicals; hostile wildlife; and travel in off-road vehicles.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-09: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following: (1) Assisting with the development and implementation of one or more recreation programs (e.g., wilderness, off-highway vehicles, visitor services, wild and scenic rivers) and ensuring consistency with existing regulations and policies; (2) Identifying recreation program needs or safety related issues and working with managers or program leads to develop and implement corrective actions; (3) Applying recreation planning concepts to identify, interpret and resolve recreation related issues in cooperation with other resource specialists or programs; and (4) Communicating recreation principles or practices to a variety of audiences to increase understanding of recreation programs and objectives. OR Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Note: Applicants qualifying on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least three of the following: (1) Serving as a coordinator and/or technical advisor for one or more outdoor recreation programs to plan and carry out assignments, analyze results and recommend changes existing procedures and methods; (2) Analyzing and advising on the development and execution of recreation plans and programs, evaluating the effects of recreation use on other resource programs, and ensuring consistency with existing regulations and policies. 3) Identifying and/or documenting annual program costs related to one or more outdoor recreation programs and contributing knowledge to the formulation of an annual work plan; and (4) Coordinating work with managers, planners, program leads and/or other resource specialists to identify recreation program needs and to develop long and short-term plans to address those needs or take corrective action. OR Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree with major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Note: Applicants qualifying on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. Education

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
