Qualifications

BASIC ELIGIBILITY: In order to be eligible as a Pathways-Recent Graduate, you must have already obtained a qualifying associate degree, a bachelor's degree, master's degree, a professional degree, a doctorate, a vocational or technical degree or certificate from a qualifying educational institution, within the previous two years; or a preference eligible veteran, who, due to a military service obligation, was not able to apply to the Recent Graduates Program during any portion of the two-year eligibility period (eligibility period cannot extend beyond six years of completion of an academic course of study). All eligible institutions must be accredited by the U.S. Department of Education. Candidates must also: Meet the ICE developed qualifications standards prior to appointment and any physical, suitability, security requirements and if applicable medical clearance. If selected, you will be required to sign a Pathways Program Participant Agreement. You qualify for the GS-07 grade level if you possess one of the following: One (1) year of specialized experience at the GS-05 grade level or equivalent performing duties such as: Illustrating information on the procedure and regulatory requirements governing the merit promotion process. Using a variety of internal/external recruitment aids to assist the supervisor or senior specialist in recruitment planning. Demonstrating basic information on position career patterns. Developing rating factors and crediting plans for positions for which a vacancy announcement has been released. OR Education: Bachelor's degree or 1 full year of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Combination of Education and Experience: A combination of successfully completed graduate level education and experience. Graduate level education in excess of the amount required for the next lower grade level, which is 1 year, may be used to qualify for the GS-07. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Qualification requirements must be met by the closing date of this announcement. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PROGRAM COMPLETION AND CONVERSION: Recent Graduates may be converted to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the Pathways Recent Graduate program. Recent Graduates who successfully complete the program may be eligible for conversion to a permanent appointment or a term (1 to 4 years in duration) appointment without further competition. To be eligible for conversion, Recent Graduates must: - Be a U.S. citizen.- Successfully complete at least 1 year of continuous service under the Recent Graduates Program. - Complete all requirements as specified in the Recent Graduates Participant Agreement. - Receive a rating of at least "Achieved Expectations" during the one year developmental period.- Receive supervisor approval through written recommendation. - Meet the OPM Qualification Standard requirements for the target position. - Pathways Program Coordinator must receive a completed conversion package 30 calendar days in advance of the conversion eligibility date. Promotion Potential: When promotion potential is shown, the agency is not making a commitment and is not obligated to provide future promotions to you if you are selected. Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval. Local Commuting Restriction: This announcement is subject to Local Commuting Restrictions as defined in 5 CFR §330.101. For this announcement, the Local Commuting area is 50 miles from your home of record.
