Duties

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will be in a non-pay status for one pay period (2 weeks) between July and August. Volunteer program management and development is a crucial role, and you would be a leading member of the division management team. Some of the duties you will perform, include but are not limited to: Serves the entire park in developing volunteer programs and recruiting with mangers from all divisions to establish a well-rounded, effective team. Managing a budget, writing projects and grants to help fund the program, and developing new procedures in cooperation with NPS staff region and nationwide. Build and maintain partnerships and perform community outreach which will include outreach to the community, local colleges, and extends as far as Los Angeles in the recruitment and training of a large volunteer staff. This provides the opportunity to truly create something exciting and new, and in the past volunteer positions' hours have equaled over 15 full time positions. Performs public information officer duties which are crucial to this position. If an incident occurs, this public information team must be ready to respond immediately and provide outreach and information to communities, media and throughout the Valley, as well as internally to National Park Service (NPS) staff. More about the Location: The City of Twentynine Palms is the home of Joshua Tree National Park Headquarters and North Park Entrance and proud host of the Marine Corps Air Ground Combat Center, the world's largest Marine Corps training base. The City is renowned for its world class murals and artists, supportive business climate, pristine air, beautiful natural surroundings, desert and mountain vistas, and friendly family lifestyle. Beyond the last of the traffic lights, we are the gateway to the Mojave Desert, Joshua Tree National Park, the Mojave National Preserve, and the great California Outback. About - Twentynine Palms, California (twentynine-palms.ca.us) Working Conditions: Work is generally performed in an office. However, occasional travel to other parks, regional and national offices, and partner agencies is required and may include various modes of transportation, a variety of outdoor environments and locations (e.g., highly developed visitor facilities or remote, primitive backcountry areas), and climate ranging from mild winters to extreme heat, and arid summer temperatures in excess of 120 degrees. Telework may be approved depending on circumstances and appropriate work environment will be reviewed and approved or disapproved based on the defined telework location. Physical Demands: Most assignments involve sedentary work, although projects within the park often require increased physical activity. Most office work involves reading, writing, editing, and analyzing written materials, using a computer keyboard, mouse, and screen, using a variety of mobile digital devices, and meeting and conferring with others. Work performed at parks may involve walking, hiking, bending, carrying reasonable loads, lifting, and standing for long periods. Work while in travel status often requires the ability to function effectively for periods well beyond the conventional eight-hour workday. Depending on circumstances, this position will be deemed eligible for occasional telework when appropriate.

Qualifications

All qualifications must be met by 11:59 PM EST when the 'applicant cut-off' is reached (which may be sooner than 12/11/2023). Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SELECTIVE FACTOR: This position performs Public Information Officer duties and experience as a Public Information Officer is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: supervising or leading a park education program or field programs, volunteer program management, youth, or interpretive program; acting as a public information officer for incidents or fires (at least two); serving as a lead interpretive ranger, volunteer coordinator, educator, youth coordinator, or teacher in a park historic site, recreation, or conservation area; management or program specialist work involving the development and/or implementation of policy related to the youth, volunteer, education or interpretation programs in park areas or similar operations; or other similar work. You must include hours per week worked.-OR- EDUCATION: Successful completion of at least three full academic years of progressively higher-level graduate education, a Ph.D. or equivalent doctoral degree in a directly related field. You must include transcripts.-OR- Equivalent COMBINATION of Graduate Education and Specialized Experience. Note: when combining, only education beyond the second year is creditable. The total percentages must equal at least 100 percent to qualify. For example, I have 6 months of the specialized experience described above (50% of the experience requirement), and (45 semester hours or 68 quarter hours) of directly related graduate level college study in an accredited institution (50% of the qualifying education). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
