The incumbent serves as a Supervisory Auditor (Division Director) in the Office of Audits (AUD), Global Emergencies and Emerging Risks (GEER) Directorate, within the U.S. Department of State (Department), Office of Inspector General (OIG). GEER is responsible for planning, conducting and overseeing performance audits, evaluations and other projects of high-risk Department and USAGM programs located in crisis, post-conflict, and fragile states worldwide.
Duties
The incumbent serves as a GEER Division Director (Supervisory Auditor), under the broad direction and supervision of an Assistant Inspector General and/or a Deputy Assistant Inspector General. GEER audits and evaluates embassy operations and personnel security; effectiveness of the Department’s foreign assistance and engagement related to programs such as refugees; anti-corruption, police training, and rule of law; and the Department’s preparedness for emerging risks. In addition to its staff at OIG headquarters, GEER has three overseas offices in Frankfurt, Germany; Baghdad, Iraq; and Kyiv, Ukraine.
Requirements

- Must be able to obtain and maintain a Top-Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).
All applicants MUST meet one of the basic qualification requirements described below for this position:
BASIC QUALIFICATION REQUIREMENTS:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science)
or
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

IN ADDITION to meeting one of the basic qualification requirements listed above, to qualify for this position the applicant MUST have at least 1-year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the federal service. Specialized experience must be documented in your resume.
Qualifying specialized experience must demonstrate the following:
Experience in leadership and management functions such as balancing workloads and commitments, evaluating employee performance, supporting EEO initiatives, hearing and resolving employee complaints, and identifying employee professional training needs.
Experience in independently conducting comprehensive audits and evaluations that include the identification and analysis of numerous factors, such as making recommendations for changes and improvements to major programs and activities.
Experience in overseeing and directing audit teams conducting difficult assignments that typically involve interrelationships between programs, systems, functions, and policies. Activities include reviewing and evaluating the performance of entities’ assigned functions.
Experience in effective written communications through clear, concise, and accurate audit and evaluation reports appropriate for the type of audience that would use the report.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
