This position is located at the Loma Linda VA Medical Center, in the Health Administration Service (HAS) department. The primary purpose of this position is to serve as the Supervisory Administrative Officer (AO) for HAS and is responsible for the coordination and monitoring of all HAS administrative programs.

Duties

The Administrative Officer at this level (GS-11) has supervisory responsibility of all office staff and has authority to make changes to the administrative programs to support HAS goals. Major duties and responsibilities include: work collaboratively with stakeholders and oversees staff for supporting all administrative activity within the service to include regularly producing reports; Implement long and short-term planning; program administration; quality assurance; Benchmarking, and budget formulation/fiscal reporting. Ensure all sections within the service follow local and agency policy /regulations; Acts as principle adviser to the Chief, and may conduct work for the Assistant Chief, on all service level administrative matters; program development and oversight of outside facilities administrative support contracts. Serving on committees in various capacities; act as a liaison between clinical services and Health Administration Service on matters of an administrative nature. Communicates and coordinates goals and objectives with the service/section chiefs and supervisors. Suspense's (deadlines) are to be adhered to regardless of workload or other supervisory responsibilities. Works directly with Director's Office staff and coordinates suspense's with other Services as required. Ensures that all suspense's are reviewed prior to submission for linkage to websites/programs, subject and grammatical content and to assure issues/concerns have fully been resolved. Follows up with Service staff to assure timely submission. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepare schedules for completion of work; Assigns work to subordinates based on priorities, consideration of the difficulty of work and capabilities of employees; Evaluate work performance of subordinates; Give advice, counsel, or instruction to employees on work and administrative matters; Interview candidates for subordinate positions, recommend appointments, promotions and reassignments; Work Schedule: Full-Time; Monday-Friday 8:00 am - 4:30 pm Compressed/Flexible: May be available for highly qualified candidates Telework: May be available on ad-hoc basis Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: In addition to meeting time in grade requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for providing for and overseeing the overall administrative management of Health Administration Service. Provides top level assistance in implementing long and short-term goals; managing the services administration activities; quality assurance; benchmark formulation, program support management, and oversight and structuring of all administrative functions within the service. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PH.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Analytical ThinkingCritical ThinkingProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Manual dexterity is required in operation of a calculator and/or other office machines.
