This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for (DHA Certain Personnel Workforce for DoD) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Fort Randall Project is located in south central South Dakota in a rural area along the Missouri River. The duty station is near Pickstown, SD. The majority of our staff live within 15 miles of the Project office in the communities of Pickstown, Wagner or Lake Andes.

Duties

Installs and/or makes plumbing maintenance repairs to toilets, sinks, drinking fountains, hydrants, valves, faucets, waterlines, water heaters, irrigation controllers, sprinkler heads, sewer lines, fixtures, pumps, etc. Performs regular inspections and repair of electrical equipment, including automotive electrical systems, irrigation system controls, and facility electrical equipment utilizing visual check and basic test equipment. Utilizes welding equipment to fabricate and/or repair equipment for the section. Regularly operates and maintains a variety of heavy engineering/construction equipment to push, pull, pile, plow, dig, trench, level, or load materials such as sand, gravel, topsoil, debris, and snow. Operates heavy truck and truck/ trailer combinations ranging to 48,000 pounds GVW with trailer capacity to 25 tons. Utilizes common carpentry tools for various tasks. Maintains concrete, asphalt, and gravel roads utilizing various materials, tools, and equipment. Performs landscaping and grounds maintenance using various mowers, trimmers, tractors, and attachments

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This is a mandatory Drug and Alcohol Testing Designated Position (TDP), in accordance with ER 690-1-1218, USACE Civilian Drug Free Workplace Program, dated 30 June 2021. Participation in the Mandatory Drug and Alcohol Testing Program is required.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• Incumbent must be able to obtain and maintain a state issued driver’s license.
• Must obtain and maintain a Commercial Driver's license (CDL) within twelve (12) months of employment.
• Must obtain and maintain a Power Industrial Truck (PIT) license within twenty-four (24) months of employment.
• Must obtain a US Army Corps of Engineers Motorboat Operator’s License (26 feet and under) within twelve (12) months of employment.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Failure to meet this Screen out Element will result in an ineligible rating. WG-08: I have the ability to perform some tasks associated with installation, repair, and maintenance in each of the following areas: road maintenance, building maintenance, water supply and sewage related plumbing, lawn irrigation, electrical repairs and troubleshooting of common voltages, mechanic skills on light and heavy equipment, carpentry skills, welding skills, and the ability to operate heavy equipment. I work under supervision of a work leader or journey-level employee who reviews my work for completion. WG-09: I have the ability to perform the full range of tasks associated with installation, repair, and maintenance in each of the following areas: road maintenance, building maintenance, water supply and sewage related plumbing, lawn irrigation, electrical repairs and troubleshooting of common voltages, mechanic skills on light and heavy equipment, carpentry skills, welding skills, and the ability to operate heavy equipment. WG-10: I have the ability to perform the most difficult and complex tasks associated with installation, repair, and maintenance in each of the following areas: road maintenance, building maintenance, water supply and sewage related plumbing, lawn irrigation, electrical repairs and troubleshooting of common voltages, mechanic skills on light and heavy equipment, carpentry skills, welding skills, and the ability to operate heavy equipment. I am considered an expert and work with a high degree of independence. Physical Effort: Makes repairs and installations from ladders, scaffolding and platforms. Works in hard-to-reach places. Required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Frequently lifts up to 40 pounds. Heavy physical effort is used when operating equipment in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibrations of the equipment and the jerking and jolting from operating over rough surfaces. Because of the location of some of the controls and attachments, the operator is frequently required to work in awkward or strained positions. Working Conditions: Maintenance work is done inside and outside and is dirty, dusty, and greasy. Work is performed in bad weather and in noisy areas. The worker is exposed to possibility of broken bones, electrical shock, burns, cuts, and bruises. Equipment is operated in all types of weather, often in an open driver's seat or platform, on hills, slopes, grades, steep, unstable or rocky grounds, rolling surfaces, and forests. The incumbent is exposed to injury due to the possibility of the equipment overturning. Is subject to noise, vibration, dust, dirt, and fumes from the motor and exhaust. Workboat operation occurs in all types of weather and in lake and river environments. Incumbent is exposed to extreme heat and cold, wet and icy conditions, high waves as well as operates in fog, work in strong current and shallow water and possible collision with floating or submerged obstructions.
