The primary purpose of this position is: To serve as a detective to conduct investigations of crimes and complaints allegedly committed by military and civilian personnel on the installation and within the local jurisdiction of the Security Forces Squadron.

Duties

1. This position will support the Federal Government's response efforts to COVID-19. 2. Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI), as determined by the Security Forces Squadron (SFS) and AFOSI detachment commanders and described in AF instructions. 3. Serves as liaison to, coordinates with, and assists other investigating agencies to include local, federal, and military on issues concerning investigations affecting the base. 4. Serves as the Evidential and Acquired Property Custodian for SFS. 5. Provides advisory services to other staff offices, managers, supervisors, and employees concerning the security forces investigation program and processes.

  • This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90).
  • Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests including running events, meet established hearing standards and discern colors, contrast, and depth.
  • The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
  • Must be able to obtain and maintain a SECRET Security Clearance.
  • May be required to work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall.
  • May be required to wear protective clothing such as coats, boots, and vests and/or chemical protective equipment, (e.g. respirator mask).
  • Incumbent must be able to operate assigned Security Forces Vehicles and installed equipment. An appropriate, valid driver's license is required for the position.
  • Subject to annual duty/job position evaluation on a pass/fail standard
  • Must have passed formal law enforcement training school as determined by functional; certificate from a Federally recognized Law Enforcement Academy is preferred.
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement.
  • Incumbent is required to obtain first responder training/certifications required in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually. (Cont. Below in Qualifications)

Qualifications

Conditions of Employment-(Cont-) Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques, and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations. Ability to employ "Active Shooter" response tactics and techniques and to react to weapons fire. Will be required to carry AF Form 688, Security Forces Investigator Credentials, in the performance of official duties. Key Position -This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Qualifications- In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the Police Series, 0083. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7- level is required to meet the time-in-grade requirements for the GS-8 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of investigative concepts, principles, policies, procedures, methods, and techniques to detect,investigate, and resolve crimes, complaints, and allegations of violations of compliance with federal security laws, regulations, or other mandatory guidelines; wrong doing; inappropriate actions; etc. Knowledge of security forces concepts, policies, directives, requirements, procedures, technology, methods, and techniques. Knowledge of custodial practices, procedures, and requirements for identifying, storing, and accounting for evidence. Knowledge of laws and precedents concerning admissibility of evidence; search and seizure; rights of military and civilian suspects; access to information (e.g., the Freedom of Information and Privacy Acts); etc., especially as these relate to security forces functions. Skill in planning and conducting fact-finding interviews and full investigations. Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
