This position is located in the Rehabilitation Services Department of the PHS Hospital in Whiteriver, Az. The purpose of this position is to develop and direct a comprehensive therapeutic speech therapy program that addresses diagnostic evaluation, care and treatment of all speech, swallowing, and cognitive disorders for all age levels from birth through advanced age. This position reports to the Director of Rehabilitation Services.

Duties

Develops and directs a comprehensive speech language pathology program that addresses care and treatment of all diagnoses and all age levels from birth through advanced age to death. Provides independent speech language pathology consultation, diagnostic evaluation and therapeutic services to both pediatric and adult patients who have been referred by health care providers due to a concern about possible communication deficits or feeding/swallowing difficulties. Treat, identify and diagnose both pediatric and adult impaired patients who have been determined to have deficits in the areas of language comprehension and/or expression, speech/sound articulation, voice production, fluency, or feeding/swallowing. Counsels family members regarding patient's status and educates them in methods of facilitating more effective communication and/or feeding in the home. Consults with other health care professionals to develop appropriate, comprehensive health care plans for patients having communication and/or feeding difficulties. Provides educational in-service training to hospital clinical staff and community agencies regarding communication and swallowing/feeding disorders in infants, children and adults. May be required to provide limited services to satellite clinic at Cibecue Health Center.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. INDIVIDUAL OCCUPATIONAL REQUIREMENTS: All applicants must meet the Individual Occupational Requirements listed below to qualify for the position. Degree: Graduate or higher level graduate degree that included 18 semester hours in the field of speech pathology with approved clinical practice. (Must submit a copy of transcript.). In addition, must have either completed a minor in the other field or must have had at least 1 year of professional experience in the other field. The mandatory education program must have been approved, recognized, or accredited by the Council on Academic Accreditation in Audiology and Speech-Language Pathology (CAA) of the American Speech-Language-Hearing Association (ASHA) at the time the degree was obtained. Licensure: All applicants must have a full, current, and unrestricted license to practice Speech/Language Pathology as applicable in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory or the United states. (Must submit copy of license). In addition to to meeting the Individual Occupational Requirements, applicants must also meet the Minimum Qualification for the grade level listed below. MINIMUM QUALIFICATIONS, GS-0665-09: Your resume must demonstrate at least (1) year of specialized experience equivalent to the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include (1).Assist in developing and directing a comprehensive speech language pathology program that addresses care and treatment of all diagnoses and all age levels from birth through advanced age to death.(2).Assist in providing speech language pathology consultation, diagnostic evaluation and therapeutic services to both pediatric and adult patients who have been referred by health care providers due to a concern about possible communication deficits or feeding/swallowing difficulties.(3).Counsels family members regarding patient's status and educates them in methods of facilitating more effective communication and/or feeding in the home.(4).Provide clinical specialist consultation instruction, peer and chart review and services at other IHS facilities, which may include: health centers, health stations, other Service Units, and schools within the Service area and Phoenix Area MINIMUM QUALIFICATIONS, GS-0665-11:Your resume must demonstrate at least (1) year of specialized experience equivalent to the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Investigating and studying the underlying causes, precipitating factors, symptomatic behavior, and the emotional and practical effect upon the patient of a particular impaired speech pattern; resolving speech impairment; investigating methods to improve the clinical management of communicative disorders and to increase the basic scientific understanding of communicative processes and other factors causing their disruption; providing instruction in the principles and bases of communication including clinical techniques and methods of assessment, evaluation and treatment of speech pathology. OR Successful completion of (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Possession of a combination of education and experience that when combined fully meet the minimum qualifications for this position. The total percentage equals at least 100 percent to qualify for this GS-11 grade level. MINIMUM QUALIFICATION, GS-0665-12: Your resume must demonstrate at least (1) year of specialized experience equivalent to the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Development and direct a comprehensive therapeutic speech therapy program that includes diagnostic evaluation, care and treatment of all speech, swallowing, and cognitive disorders for all age levels from birth through advanced age; Created or assisted with strategic planning for providing adequate space and equipment suitable for clinical services offered and the ages and need of the patient population served; experience with determining the competency and qualifications of support personnel who provide patient care services and staff development/training for implementation of Performance Improvement and Quality Control measures; performing clinical duties such as: speech language pathology consultation, diagnostic evaluation and therapeutic services to both pediatric and adult impaired patients; counsels family members regarding patient's status and provides education; consults with other health care professional to develop comprehensive care plans. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
