This position is located in White Sands National Park, in the Resources Program Management Division.

Duties

Member of the Superintendent's Leadership Team. Oversees and directs the White Sands comprehensive resources program and is responsible for program development and implementation of natural, cultural, and museum and collections resources management. Carries out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding request and accomplish goals. Develops and maintains effective working relations with NPS, Native Americans, other traditional associations, and related groups, agencies, and the public; represents the superintendent when working with others on resource stewardship. Supervises permanent, seasonal, and temporary employees, as well as VIPs. Identifies research needs, sets priorities, prepares requests for proposals or statements of work, and provides oversight for research projects.

All qualifications must be met by the closing date of this announcement-12/11/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: Since this is an Interdisciplinary position, you must meet the BASIC educational requirement for at least ONE series *AND* meet the ADDITIONAL Specialized Experience and/or Education in order to qualify for this position. BASIC EDUCATION for the Social Scientist GS-0101: A. A degree in behavioral or social science, or related disciplines appropriate to the position. Note: You must submit your transcripts. -OR- B. Have a combination of education and experience that provided me with the knowledge of one or more of the behavioral or social sciences equivalent to a major field. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation Note: You must submit your transcripts. -OR- C. Have four years of appropriate experience that demonstrates that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. BASIC EDUCATION for the Biologist GS-0401: A. A degree in one of the following: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Have a combination of education and experience -- Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. BASIC EDUCATION for the Physical Scientist GS-1301: A. A degree in one of the following: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Have an appropriate combination of education and experience that includes education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Specialized Experience:At the GS-12: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: As a senior principal advisor in the management of natural and cultural resources. The position is responsible for program development and implementation, and subordinate management. Professional fields of study and expertise must be pertinent to the park's resources and themes and may include, but are not limited to, history, historic preservation, historical architecture, cultural landscape architecture, archeology, cultural anthropology, museum management, ecology, botany, wildlife management, hydrology, and physical sciences. Experience may include research, field investigations, laboratory analysis, library research, interpretation or consultative work, preparation of reports for publication, curation and exhibition of collections, or development and implementation of programs and projects which carry out such work. Experience requires knowledge of professional scientific natural and cultural resources management principles, theories, concepts, methods, and techniques. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
