This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

The Social Work (Program Coordinator) are responsible for the overall planning, direction, administrative and clinical aspect of this multidisciplinary treatment program, including the timely execution and evaluation of the Homeless Program at the Oklahoma City VA Health Care System. Manage all clinical and administrative operation of the Homeless Program to ensure the safe, efficient, and effective provision of rehabilitation and treatment services. They have the responsibility for coordinating a multidisciplinary staff (39FTE), work assignments, budget, treatment services provided, and admission/discharge criteria for the different programs under the Homeless Program umbrella.
Other duties may include, but are not limited to:
Incumbent is involved in the daily operation of the program, maintaining clinical involvement in patient care for the Transitional Residential (16 beds) and Compensated Work Therapy, HUDNASH (407 vouchers), Grant and Per Diem (15 beds), Health Care for Homeless Veterans Outreach/Hotline Calls/Emergency Housing (14 beds), Veterans Justice Outreach Program, Incarcerated Veteran Re-entry (HCRV), Community Employment Coordinator.
Provides education and consultant services to patients, employees, and community stakeholders responding to inquiries about services by the VA.
Determine eligibility of veterans applying for services within the Homeless Program responding to consults in CPRS.
Responsible to plan and determine staffing requirements and assign, in conjunction with members of treatment teams, staff areas of responsibility where their special individual skills are best utilized.
Responsible for the development of all homeless program policies, practice guidelines, and procedures which include but not limited to the Grant and Per Diem, Health Care for Homeless Veterans, HUDVASH, Supportive Employment, Compensated Work Therapy, Veterans Justice Outreach, Transitional Residence, incarcerated Veteran Re-entry and the Community Employment Coordinator.
Establishes and communicates Productivity standards for programs assigned and communicates productivity results to service chief on a regular and ongoing basis.
Assigns coverage based on patient need, productivity, and workload.
Provides on-call coverage as needed to ensured program coverage.
Determines and coordinates space requirements of assigned staff.
Responsible in the identification of qualified MSW, VRS, and support staff as candidates for vacant positions, development of position descriptions/functional statements and performance standards, second level rating of performance appraisals; and acts as professional expert relative to homelessness issues.
Review and approve all requests for education and training needs of supervisees.
Responsible for all program budgets associated with the Homeless Program including but not limited to Mental Health Enhancement funds, the Transitional Residential House (20 beds), STRAF account, contract beds for HCHV for the Grant and Per Diem Program. He/she approves all spending, resolves budget problems, and plans for long range budgetary needs.
Responsible for the procurement and utilization of homeless funds in making repairs, improvement, and maintenance for the house and Veterans industries.
Incumbent has the responsibility for assuring that the homeless program meets the standards and requirements to obtain and maintain its CARF accreditation.
Complete and review all monthly, quarterly, and annual reports including action items as they pertain to the homeless program for the Medical Center, VISN 19, and Central Office.
Responsible for determining goals and objectives, monitoring performance measures nationally and locally for CARF accreditation.
Participates in interviewing, selection, orientation of Social Workers.
Oversees orientation for Homeless program staff.
Tracks required licensure and/or certification for all Homeless program Social Workers, including continuing education requirements, license renewal, and other requirements that Social Workers must meet to deliver appropriate care, in collaboration with Human Resources.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Masters of Social Work.
Licensure/Certification. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
GS-13 Grade Determinations:
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
Preferred Experience: Supervisory/program management experience, Knowledge of VA Homeless programs and community resources in Oklahoma City, Oklahoma area.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires a combination of walking (including steps), standing, stooping, kneeling, bending, pulling, and pushing with potentially long periods of sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to wear protective clothing in isolation situations or during patient procedures and care. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Use of fingers, both hands, and near and far vision is required. Must be able to safely enter, exit and operate a motor vehicle.
