The Central Arkansas Veterans Healthcare System is a teaching hospital, providing a full range of patient care services, with state-of-the-art technology as well as education and research. This position is in the Physical Medicine and Rehabilitation Service (PM&RS) which provides therapeutic treatment programs for inpatients and outpatients referred for rehabilitation care and evaluation. One of the largest PM&R programs in the nation.

Contacts referring providers for further clarification of orders as necessary and educates referring providers on services provided by PMRS. Assists Program Director in reviewing all PMRS North Little Rock Division Inpatient and Outpatient consults to correctly triage patients for timely physician, physical therapy and/or occupational therapy intervention to ensure maximal functional outcomes. Assists Program Director in determining department priorities, assigning work, and ensuring that established productivity is maintained across multiple disciplines including physical therapy, chiropractic, nursing, occupational therapy, rehabilitation therapy assistants, and medical support assistants. Assists Program Director in monitoring scheduling practices for physician, APN, chiropractor, RN, physical therapy, and occupational therapy clinics to ensure that patients are scheduled in a timely manner based on acuity to promote the highest possible functional outcome. Maintains scheduling access by completing all required classes and is knowledgeable of all scheduling directives and mandates to ensure compliance in scheduling procedures. Assists Program Director in developing department policy and procedure to meet required guidelines and reviews and revises policy and procedure according to established practices to meet current standards and directives. Clinical Independently solves complex treatment problems related to physical therapy, using advanced knowledge to adapt and modify treatment plans, activities, and procedures to meet the needs of the patients across multiple areas of practice. Evaluates patients with simple and complex diagnoses to identify specific physical therapy treatment problems. Using a wide range of knowledge across multiple areas of physical therapy, the incumbent develops a specific physical therapy treatment plan for each patient utilizing evidenced based practice. Establishes short-term and long-term physical therapy patient treatment goals that are objective, measurable, functional, and time limited in collaboration with the patient and significant other/caregivers. 5. Implements treatment programs with great autonomy to meet the physical therapy treatment goals. Demonstrates the ability to implement, revise and/or update evidence based physical therapy services across many areas of physical therapy. Maintains current knowledge and understanding of all patient care equipment in the department, its use and contraindications. Incumbent is knowledgeable of all safety and cleaning procedures mandated for use with all equipment. Recommends referral of patients to other services or programs when appropriate. Provides instruction in the care and use of adaptive equipment, orthotic devices and prosthesis. Fabricates such items as feasible. Therapist develops and carries out a full range of physical therapy treatment using a wide variety of traditional and non-traditional treatment techniques and modalities. Utilizes appropriate physical therapy modalities by the use of exercise, massage, heat or cold, air, light, water, electricity or sound for the purpose of correcting or alleviating any physical or mental condition, or the purpose of preventing the development of any physical or mental disability, or the performance of tests of neuromuscular function and/or soft tissue assessment as an aid to the diagnosis or treatment of medical condition. Incumbent understands that each patient may present with multiple physical/medical and psycho-social deficits which necessitate adaptive treatment practices to meet specific and unique patient needs. Effectively communicates both orally and in writing. Demonstrates skills in assisting in the development of protocols and procedures for intervention based programs across many areas of physical therapy based on current physical therapy theory, recent research and practice. Occasional travel is required of this position. Travel will be for a variety of reasons, including but not limited to: Travel between Little Rock division and North Little Rock division. Qualifications

Basic Requirements: United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education and Experience. The individual must meet at least one of the requirements below: (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. (3) Doctorate degree in Physical Therapy. NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university. The CAPTE is the only accreditation agency recognized by the United States Department of Education and the Council for Higher Education Accreditation to accredit entry-level physical therapy programs. Foreign Graduates. Graduates of foreign physical therapy programs meet the requirements if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Although the licensing of PTs in the United States is a right and responsibility of each jurisdiction, foreign educated individuals must undergo an educational credentials assessment for substantial equivalency to the first professional degree in the United States. Licensure. Individuals must hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Best Qualified Characteristics PMRS experience of 5 or more years providing complex OT -OR- PT. 5 or more years of VA experience providing complex evaluation and treatment of OT -OR- PT including providing direct care. Familiar with supervisory methods such as productivity management, time and leave management, and assignment of specialized care such as, but not limited to, DME, Power Mobility, Drivers Rehab. Experience with development and establishment of therapy clinics, including specialized knowledge in inpatient rehabilitation and CLC therapy procurement including analysis supporting justification of expansion of current or new PT, OT, KT care across the continuum of care, would also be considered as preferred experience. Is currently an OT or PT with sustained exemplary performance, conduct, attendance and productivity. Understands the unique elements of the Comprehensive Rehabilitation Unit (CRU) practice, including the levels of care delivery in the outpatient, rehab and CLC inpatient units, as well as the specialty care of driver's rehab, specialty wheelchair, other specialty clinics Recognizes the 365-day weekend and holiday care delivery needs unique to the program, including the planning of weekend patient care safe handoff, and the decision making for weekend and holiday prioritization and emergent coverage needs. Demonstrated high levels of and the ability to communicate ideas and new processes to peers and co-workers Understands and describes current processes and advanced skills and knowledge they utilized that will be needed coordinate clinic activities, plan, administrate, supervise, develop policy and procedure and monitor clinic activities to ensure compliance with required standards. These include standards from The Joint Commission, CARF, and other acute facility regulatory agencies such as IG, National, and VISN oversight agencies. Understands and is successful at own productivity and can describe processes to-determine department priorities in conjunction with the Program Director, assign work, and ensure that established productivity is maintained across multiple disciplines including physical therapy, occupational therapy, and kinesiotherapy. Familiar with the development of specialized telehealth programs such as VVC, or telehealth Develops and implements complex, goal-oriented treatment plans for patients, presenting with a multiplicity of dysfunction and impairments in physical, functional, and adaptive areas Provides independent evaluation and therapeutic interventions to a full range of wounded, ill, and injured veterans. Teaches alternative or compensatory techniques for rehabilitation, reconditioning, and functional tasks, regardless of physical, mental, and/or cognitive deficits. Designs treatment plans to meet patient/clinical objectives Provides education and consultation to patients and other providers, including development of training programs. Provides recommendations for continued treatment, home programs, and reconditioning, as well as guidance on physical health, functional, and adaptive activities. Coordinates a hospital wide program while balancing a large volume of patient care with administrative tasks Collects data, analyzes data, implements changes based on analyses results if requested Completes local and national reports in a timely and accurate manner- or gives input when requested Demonstrated flexibility to adapt to frequent changes in daily tasks Demonstrated ability to provide customer service to both external and internal stakeholders in a positive manner Experience supervising subordinate staff preferred. Grade Determinations: GS-13 Physical Therapist (Supervisory) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level. In addition, the candidate must demonstrate all the following KSAs. Demonstrated Knowledge, Skills, and Abilities Knowledge of contemporary physical therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff PTs within the department. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations within scope of responsibility. Ability to effectively supervise, direct, and manage a diverse physical therapy staff. Skill in forging positive interpersonal relationships and conflict resolution. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section. Ability to set priorities, delegate tasks, and solve problems in order to meet multiple deadlines and identify/address organizational problems. Ability to manage advocacy roles and planning activities within the VA and the greater rehabilitation community. Resume must include hours per week for work experience credit. References. Physical aspects associated with work required of this assignment are typical for the occupation, see Duties section for essential job duties of the position. May require standing, lifting, carrying, sitting, stooping, bending, pulling, and pushing. May be required to wear personal protective equipment and undergo annual TB screening or testing as conditions of employment. Environmental Factors. Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
