This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
This position reports to the Domiciliary Chief (MH RRTP) and the ACOS(Assistant Chief of Staff), Mental Health under the Chief of Staff. The primary purpose of this position isto serve as the Assistant Domiciliary Chief, and to make available support to the Domiciliary Chief in all aspects of the clinical care and support services provided to veterans undergoing treatment in the various units of Domiciliary Care.
The incumbent assists in coordinating the service delivery of a growing number of specialized rehabilitation programs which provide a full range of professional and direct-care services, including DOM PTSD, DOM SUD, and DCHV/ Homeless DOM. These individuals share with the chief full responsibility for managing and supervising all aspects of Domiciliary operations. While the chief has full management and supervisory responsibility for clinical practice, program management, education, human resource management and supervision, and organizational stewardship for the social work program, the assistant chief is responsible for supporting these functions per the direction of the chief.
Major duties include, but may not be limited to:
Determining development of Domiciliary Care Program goals and plans for the attainment of these goals.
Identifying program resource requirements, ensuring appropriate acquisition and allocation of essential resources and accounts for the effective utilization of all available resources in support of program activities.
Identifying and effecting changes in the organizational structure of Domiciliary programs essential to ensuring confluence with anticipated changes in the treatment needs of the patient population.
Considering from an informed perspective, a broad spectrum of factors when making programmatic decisions (or recommendations to top management) including public relations. Congressional relations, labor-management relations, public policy positions affecting other VA or non-VA organizations/activities, economic impact and other similar considerations.
Ensures effective integration of program efforts/activities with other medical center operations and with community based agencies and activities.
Assessing potential impact of substantive developments in Intra/Extramural VA and non-VA programs and activities on Domiciliary program operations.
Oversees the Admissions process in collaboration with the Office of Care Coordination.
Establishing, comprehending, and effectively communicating program emphasis, operating policy and overall treatment philosophy to other operational entities.
In the absence of the social work chief, the assistant chief has full management and supervisory responsibility for the domiciliary programs.
Clinical care/ treatment and/ or coverage, as needed or assigned.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.
Grade Determinations:
GS-13 - Experience: In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs:
Ability to make judgments and decisions associated with program management.
Ability to monitor program outcomes using data driven quality assurance process.
Ability to develop productivity standards appropriate to each service provided.
Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
