Duties
Duties
Leads a team of Police Officers and other administrative staff. Directs day-to-day lead policing operations and non-lead policing assignments. Works in collaboration with the Police Supervisor carrying out PS's overall mission where most of the work is performed on Departmental property. This includes any properties owned, leased, or licensed when consistent with Federal law, regulation, VA policy and operational guidance.
Assigns, distributes, reviews, approves, and disapproves employees' assignments. Monitors and reviews the status and progress of the work and makes workload adjustments to ensure the workload is balanced.
Refers to supervisor questions or matters not covered by standards and problems in meeting performance standards. Consults with the immediate supervisor for assistance on problems, such as backlogs to ensure work is completed timely, effectively, and efficiently.
Ensures work assignments are distributed and performed promptly by employees. Reviews police reports, patrol reports and ongoing investigations to ensure complete, concise, and factual-information reporting. Makes available written instructions, reference materials and supplies. Reviews and recommends standard operating procedures or changes to current standard operating procedures. Provides on the job training and acts as a field training officer to new employees. Answers questions of other employees on procedures, policies, directives, etc.
Obtains needed information or decisions from supervisor on problems that come up. Checks on work in progress and reviews completed work to ensure that the supervisor's instruction and deadlines have been met. Amends or rejects work not meeting established standards. Approves leave for a few hours or for emergencies.
Provides input on performance rating and any disciplinary action (to include removal) of PS employees. Informs employees of available services and employee activities. Resolves simple, informal complaints of employees and refers others to the supervisor. Supports the goals of equal employment opportunity.
Participates in the selection of staff as requested by the supervisor; provides or coordinates staff training, either during shift briefing or designated training days. Leads law enforcement assignments to preserve peace; to prevent, detect and investigate crimes, to arrest or apprehend violators; and to assist citizens in emergencies, including the protection of civil rights.
Estimates and reports on expected timelines for completed work, maintains records of work accomplishments and time expended and prepares various reports as required. Ensures the supervisor's instruction on work sequence, procedures, methods, and deadlines are met. Provides guidance to employees regarding specific assignments and ensures available written instructions, reference materials and supplies are present.
Coaches and mentors current and new employees to ensure employees obtain the necessary training to be productive. Provides on-the-job training to new employees in accordance with established procedures and practices.
Approves leave for a few hours or for emergencies as designated by the
supervisor. Informs employees of available employee services, events, and activities. Monitors working conditions such as seating, ventilation, lighting, safety, etc.
Resolves simple, informal complaints of employees and refers more complex complaints to the supervisor. Keeps the supervisor informed of the employees' performance, progress, training needs, and behavior problems. Provides information
and feedback to the supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.
Provides leadership in protecting Veterans, volunteers, and others on Departmental property, U.S. officials, other individuals, and him or herself during any given situation against threats to personal safety when force becomes necessary to enforce laws and regulations.
Serves as a Federal Police Officer with full law enforcement and investigative authority as defined within 38 USC 902, VA Directives, Handbooks, and other operational guidance. Carries firearms and other weapons, intervenes when necessary to
deescalate situations and determines when and how much force must be applied. Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, and protects the constitutional and civil rights of persons.
Work Schedule: Rotating schedules to include days, evenings, nights, weekends, and holidays.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

enforcing federal, state, and local laws; making arrests;
conducting foot and vehicle patrol; maintaining control of a scene or incident; taking statements from witnesses/suspects and advising them of their rights;
preparing detailed reports of criminal offenses, violations, incidents, and citations issued;
interrogating suspects; and applying all correct rules of search and seizure.
Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed.
Work Environment: The work involves both moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and use of personal protective equipment The work is performed in settings in which there is regular and recurring exposure to moderate to severe discomforts and unpleasantness, such as high temperatures in confined spaces, high temperatures due to mandatory protective personal equipment, or adverse weather conditions during extended periods of traffic and patrol duties. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk of exposure.
