The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VJ-IA), at the VA Greater Los Angeles Healthcare System (OLA) in the Environmental Management Service. The incumbent is a Journeyman Tractor Operator in the Grounds Maintenance Section.
Duties
The incumbent's duties and responsibilities are planned to accomplish Grounds Maintenance duties for either the West Los Angeles Campus (WLA), Los Angeles Ambulatory Care Clinic (LAACC) or the Sepulveda Ambulatory Care Clinic (SACC). The primary purpose of the position is to serve as a Tractor Operator for the unit.
Operate farm-type tractors and towed or attached equipment to maintain grounds
Operate field type four wheeled tractors, dump trucks and street sweepers with up to eight (8) forward gears
Operate backhoes and/or skip loaders
Operate a utility truck and extending boom assembly
Operate a 1.5-3 ton truck
Drive a four-wheel tractor with a four or five speed and a single hitch for towing trailers, generators, etc
Operate towed or attached equipment from the seat of the tractor through hydraulic or mechanical controls
Operate equipment such as movers, aerators, plows, harrows, chippers, sprayers, disks, post hole diggers, front-end loading devices, movable dozer blades, and backhoes
Install or attach various implements and manual operation controls on tractors
Operate a 48" or 72" cut rotary mower
Use hand and power tools and equipment to perform tasks such as: lawn edging, pruning, and trimming hedges, shrubs, and trees
Apply fertilizers, herbicides, and insecticides per instructions
Use hand and power operated garden tools and equipment such as edger's, saws, sweeper, hedge shears and trimmers, spreaders and sprayers
Work Schedule: Monday-Friday, 6:00 a.m.-2:30 p.m.

Physical Requirements/Working Conditions: Incumbent operates tractors in all types of terrain (steep and level) and along roadways. Incumbent must be able to do heavy strenuous lifting (50) pounds), stooping, bending, climbing and working in cramped positions. Incumbent mal(es more frequent arm and
leg movements.
Incumbent's work is performed in all types of weather 1101mally on flat and rolling terrain. He/she is subject to possible injury from equipment overturning. The incumbent's job assignment subjects him or her to various hazards, such as strains from lifting dangers involved in handling chemicals and other liquids, carrying furniture and appliances up and down stairs, is subject to the normal hazards of driving motor
vehicles. He/she must also observe safe operational movement of the vehicles and equipment to avoid damage to buildings, trees, equipment operated, irrigation or other above and underground systems. He/she performs preventive maintenance on all equipment as assigned.
He/she must be especially observant of pedestrians and patients. There is the possibility of severe injury if involved in collision with trucks/automobiles when operating on or near public roads.
The incumbent is exposed to engine exhaust fumes, dust and grime, also grass and pollens and as such allergies may develop, or these conditions may aggravate existing allergies. He/she is also physically subjected to lifting and movement hazards.
