THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING ADMINISTRATOR, Position Description Number D1884000 and is part of the RI Joint Force Headquarters, National Guard.

Duties

Develops short range and long-range training plans to meet federal missions and support state security and emergency missions. Develops training policies, directives and Standard Operating Procedures (SOP) applicable to the state ARNG. Provides guidance and assistance to subordinate commanders and training personnel in correcting deficiencies. Analyzes and interprets training policies, procedures and programs from Army staff to battalion levels for commanders, staff, and training personnel. Directs, coordinates and resolves conflicts with subordinate, lateral, and active component units for the preparation of site, date, plans, and schedules for Annual Training (AT) and Inactive Duty Training (IDT) periods as a result of the formal state plan. Identifies resources required to execute proposed state training plan, prioritizes training, recommends to the Adjutant General approval or disapproval of unresourced training, and recommends alternative resourcing. Responsible for programming, planning, budgeting, and execution of annual training, inactive duty training, schools and other special training funds amounting to approximately 50% of the state Command Operating Budget (COB). Represents the TAG and LCC in CONUSA, NGB and major command conferences and meetings committing state forces to required missions as regards military training. Analyzes how force commitments; based on mobilizations, deployments, and DoD tasking; affect the training program. Defines training area and range requirements for the Consolidated Facilities Management Officer and establishes priorities of effort for long-range facilities plan. Supervises the work of four or more subordinates and makes assignments based on priorities, difficulty, requirements of the assignment, and the capabilities of the individual employees. Conducts employment interviews. Recommends employees for appointment, promotion or reassignment. Establishes performance standards and monitors and evaluates employee performances. Performs other duties as required

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires applicants to be current fulltime, permanent, or indefinite technicians within the Rhode Island Army National Guard (RIARNG).
  • You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

Qualifications

MILITAR GRADES: O-5 GENERAL EXPERIENCE: All Series GS-1712 candidates must be certified at the next higher level before being eligible for that level. Applicant must have experience that provides evidence of a validated understanding of the basic principles and concepts of the occupational series and grade. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures; and, most importantly for specific positions, must have the competencies (Skills, Knowledge, Abilities and Behaviors) to translate specific subjects criteria and information into a teaching/training capability. SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to at least GS-11; and, at least three full academic years of progressively higher level college program completed course accomplishments.
