The GS-12 Supervisory Prosthetic Representative of Prosthetic and Sensory Aids Service (PSAS) will administer, supervise, perform and assign work concerned with rendering prosthetic and sensory aids services to patients of the Sioux Falls VA HCS. The incumbent will serve as the first line supervisor for the staff assigned to them at Sioux Falls VA HCS. The incumbent will be in the Prosthetic and Sensory Aids Service at the VA Medical Center in Sioux Falls, ND.

VA Careers - Prosthetics: https://youtube.com/embed/3NUvF5jjErQ Major duties include, but are not limited to: Assists the Prosthetic Chief in the development of the annual specific-purpose budget for the Sioux Falls VA HCS and submits it for review to the VISN 23 Prosthetics Manager. Evaluates financial trends and determines compliance with agency guidance. Executes the budget on a facility program level through coordination with the Prosthetic Chief. Performs in-depth, rigorous analysis of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding. Assists/performs program cost analysis such as development of life cycle, performance of cost benefit, economic evaluations, or other cost analysis of projects as needed. Conducts/leads cost-effectiveness studies for the program by collecting data and making computations for operating administrative programs. Formulates, presents, and executes organizational and facility level budgets through coordination with Prosthetics Chief. Coordinates assigned budget segment and planning processes to inform upper management on key issues, to impact Agency processes and decision-making, or to plan the facility budget for the upcoming fiscal year. Gathers information for assigned programs and reviews budget formulations and workload analysis submissions. Monitors the use and rate of expenditure of budgeted funds to ensure operating program objectives are met in assigned areas through continuing dialogue with facility administrative and clinical staff, review of written documents, and examination of obligations and expense totals. Evaluates financial trends and determines compliance with agency guidelines. Responsible for determining facility personnel requirements and controlling expenditures. Determines resource requirements and recommends resource allocations based on priorities and needs. Considers all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization, issues, constraints, impacts and concerns related to other organizational components. Prepares reports and briefings on results of studies and is for the collection, interpretation, and analysis of quantitative and qualitative data relevant of programs being evaluated. Identifies unique opportunities to expand quality, access, and timeliness of care to Veterans at the Sioux Falls VA HCS. Ensures that the facility's Prosthetics program functions, abilities and plans link to and effectively support the overall VHA, VISN 23 goals, plans, and objectives with internal and external stakeholders. Follows the network business plan through the coordination and cooperation of the facility's prosthetic program. Ensures that objective requirements of Public Law 104-262 (Provision of Prosthetic Services) and Public Law 107- 135 to maintain capacity to provide for the specialized treatment and rehabilitative needs of disabled Veterans (including spinal cord dysfunction, blindness, amputations and mental illness) are met Work Schedule: Monday through Friday; 08:00 to 16:30 Telework: Telework, if approved, will be on an Ad-Hoc basis only. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates will not be appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA who are not proficient in written and spoken English. . Experience and Education: Individual must meet at least one of the requirements below. (1) Experience: One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; or (2) Education: A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; or (3) Experience/Education Combination: Equivalent combinations of experience and education are qualifying. Grade Determinations: GS-12 Prosthetic Representative (Assistant Chief) Experience: At least one year of experience equivalent to the GS-11 grade level AND in addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; assessment of competencies; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions. 2. Ability to analyze data and make recommendations to optimize quality, efficiency, performance, and productivity within the service. 3. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. 4. Knowledge of compliance and regulatory accrediting organizations. 5. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs, and administer an allocated budget. (c) Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Assistant Chief positions are normally located at larger facilities that provide specialty services to smaller facilities and report to a PSAS Service Chief. Assignment as an Assistant Chief is restricted to those serving as a full Assistant to the Chief. Assistant Chiefs share with the Chief full responsibility for managing and supervising all phases of prosthetic operations. This person functions as the Chief of the service in the Chief's absence. They develop and maintain a system of internal reviews that ensure service programs operate in compliance with regulatory and accrediting organizations. They contribute to the effective utilization of resources, budgetary allocation and fiscal management. He/She makes selections; assigns personnel; and provides direction to subordinate staff. They manage the training and evaluation of staff and develop local organizational policies and procedures. Serves as liaison between Prosthetic Service and other departments. Typically, there are no subordinate supervisory prosthetic representatives at the facility level.
